Abstract
Genangan terluas yang terjadi di Kota Surabaya berada pada sistem pematusan Greges. Kondisi tersebut dapat ditinjau, baik teknis maupun non teknis. Tujuan dari penelitian ini adalah untuk menganalisis pengaruh dan signifikansi aspek teknis, aspek fisik, aspek lingkungan, dan aspek lembaga terhadap genangan sebagai upaya penentuan prioritas rencana penanggulangan yang ada. Pengolahan data pada penelitian ini berbasis software dengan menggunakan data spasial. Adapun software yang digunakan adalah SMART-PLS 2.0 untuk olah data indikator. Analisis statistika yang digunakan adalah Structural Equation Model (SEM) dengan variabel laten dan variabel indikator.
Hasil analisis didapatkan aspek teknis berpengaruh signifikan khususnya terhadap luas genangan. Di sisi lain, aspek fisik berpengaruh signifikan terhadap tinggi genangan, lama genangan, dan luas genangan. Selain itu, aspek lingkungan berpengaruh signifikan khususnya terhadap lama genangan. Berbeda halnya dengan aspek lembaga berpengaruh signifikan khususnya terhadap tinggi genangan dan lama genangan. Didapatkan prioritas rencana penanggulangan genangan berdasarkan waktu, yaitu jangka pendek untuk rencana di catchment area Kali Demak Timur dan Kali Margo Rukun-Kali Semarang. Jangka menengah untuk rencana di catchment area Kali Petemon V, Kali Simo Titik 1 dan 2 serta Kali Greges. Jangka panjang untuk rencana di catchment area Kali Jepara, Kali Indrapura Titik 1 dan 2 serta Kali Pasar Loak.

The most wide extended water inundation happened in Surabaya city located at Greges drainage system. This condition can be evaluated in term of technical or non-technicals aspect. The goal of this research is to analyze the effect and significant quality of technical aspect, physical aspect, environmental aspect, and institutional aspect in term of water inundation as an effort to determine the priority planning to control the water inundation happened. Data proccessing method used in this research was based on software using spacial data processing. Software used to finish this research was SMART-PLS 2.0 which is used to process indicator data. Statistical analyzing method used was Structural Equation Model (SEM) using latent variable and indicator variable. Analysis results obtained was technical aspect significantly affecting, especially, to the area of water inundation. Next is physical aspect which was significantly affecting to the height of water inundation, time of water inundation, and area of water inundation. After that, Environmental aspect was significantly affecting, especially, to the time of water inundation. Institutional aspect, in other hand, sifnificantly affecting to the height of water inundation and time of water inundation. Short term plan for water inundation control priority obtained was at Kali Demak Timur and Kali Margo Rukun-Kali Semarang catchment area. Medium term plan priority obtained was Kali Petemon V, Kali Simo Point 1 and Point 2, and Kali Greges catchment area. Long term plan priority obtained was Kali Jepara, Kali Indrapura Point 1 and Point 2, also Kali Pasar Loak catchment area.
