Abstract
Kemacetan merupakan permasalahan yang lazim di daerah perkotaan, salah satunya di Simpang Kapasan Kota Surabaya. Untuk memecahkan permasalahan kemacetan tersebut perlu dilakukan rencana pembangunan underpass atau jalan bawah tanah di simpang Kapasan. Tugas akhir ini menganalisi kelayakan lalu lintas dan ekonomi pembangunan underpass Simpang Kapasan. Kelayakan lalu lintas dinilai dengan membandingkan kinerja lalu lintas sebelum dan sesudah pembangunan underpass. Kinerja lalu lintas dianalisis menggunakan Pedoman Kapasitas Jalan Indonesia (PKJI). Sedangkan kelayakan ekonomi dinilai dari hasil perhitungan BCR dan NPV. Hasil analisis, sebelum dibangun underpass derajat jenuh Jalan Kenjeran adalah 1,18 dan derajat jenuh Jalan Kapasan adalah 1,22. Sedangkan setelah dibangun underpass derajat jenuh Jalan Kenjeran adalah 0,19 dan derajat jenuh Kapasan adalah 0,16. Kemudian hasil analisis kelayakan ekonomi diperoleh nilai Benefit Cost Ratio (BCR) sebesar 6,338 > 1 dan Net Present Value (NPV) sebesar 5.431.624.867.978 > 0. Kesimpulannya, rencana pembangunan underpass di Simpang Kapasan ini dikatakan layak secara lalu lintas dan ekonomi.

Congestion is a common problem in urban areas, one of them in Simpang Kapasan Kota Surabaya. To solve the congestion problem it is necessary to undertake the underpass or underground construction plan at Kapasan intersection. This final project analyzes the traffic and economic feasibility of the construction of the Kapasan Simpang underpass. Traffic feasibility is assessed by comparing traffic performance before and after construction of an underpass. Traffic performance is analyzed using the Indonesian Road Capacity Guidelines (PKJI). While economic feasibility is assessed from the results of BCR and NPV calculations. The result of the analysis, before the underpassed degree of saturation of Jalan Kenjeran is 1.18 and the saturated degree of Jalan Kapasan is 1.22. Whereas after built underpass degree saturated Jalan Kenjeran is 0.19 and degree of saturated Kapasan is 0,16. Then the results of economic feasibility analysis obtained value Benefit Cost Ratio (BCR) of 6.338> 1 and Net Present Value (NPV) of 5.431.624.867.978> 0. In conclusion, the development plan underpass at Simpang Kapasan is said to be feasible in traffic and economy.
