Abstract
Terjadinya kongesti menyebabkan semakin lama waktu yang dihabiskan kapal di pelabuhan, ditambah lagi adanya kongesti mempengaruhi waktu tunggu kapal untuk mendapatkan tambatan yang tentu saja mengakibatkan kerugian waktu maupun finansial. Untuk kapal dengan sistem sewa khususnya pelayaran tramper waktu tunggu dapat mengakibatkan munculnya biaya demurrage, yaitu denda yang dibebankan penyewa kapal atau pemilik muatan. Penelitian ini bertujuan untuk memodelkan persamaan demurrage serta hubungan ukuran dan kongesti kapal terhadap demurrage. Metode simulasi diskrit digunakan untuk memodelkan proses pelayanan kapal di pelabuhan untuk memperoleh waktu-waktu kinerja pelabuhan menggunakan software ARENA. Simulasi model eksisting diperoleh rata-rata total demurrage per bulan sebesar 3,3 ribu jam dengan rata-rata total waktu tunggu sebesar 3,2 jam. Hasil persamaan hubungan waktu tunggu dengan demurrage menggunakan pendekatan analisis regresi linier adalah Y = 1,0428X - 7,3904, dimana Y adalah total demurrage dan X adalah total waktu tunggu. Adapun untuk skenario perbaikan yang dapat menurunkan waktu demurrage adalah skenario 3 dengan asumsi menambah alat bongkar muat untuk kapal kluster 1,2, dan 4. Rata-rata penurunan waktu total demurrage pada skenario 3 dibandingkan model simulasi eksisting mencapai 480 jam per bulannya.
==================================================================Congestion causes a longer time for ship at the port. In addition port congestion may causes waiting time which impacted on financially and time losses. For vessels with charter system, especially tramper shipping, waiting time may result in a demurrage charge, which is a fine levied by ship owner to charterer or the owner of the cargo. This research aims to formulate demurrage equations as well as the relationship of ship size and waiting time to demurrage. Discrete simulation method is used to modelling the process of ship service at port to obtain port performance time by ARENA software. From existing model simulation is obtained the average total demurrage per month is 3,3 thousand hours with the average total waiting time is 3.2 hours. The result of equation of correlation between waiting time and demurrage using linear regression analysis approach is Y = 1.0428X - 7,3904, where Y is total demurrage and X is total waiting time, . As for the improvement scenario that can decrease the demurrage time is scenario 3 with the assumption of adding loading/unloading crane for ship cluster 1,2, and 4. The average of total demurrage time in scenario 3 compared to the existing simulation model decreases 480 hours per month.
