Abstract
Pekerjaan konstruksi dengan anggaran pemerintah yang dilaksanakan oleh kontraktor dilaksanakan melalui proses pelelangan umum. Pelelangan umum dilaksanakan dengan beberapa tahapan dan diantaranya adalah evaluasi dan pemilihan penyedia barang/jasa konstruksi. Penelitian terdahulu banyak mengungkapkan penyimpangan dan perilaku tidak etis pada saat proses tender sehingga berakibat turunnya kinerja dari kontraktor dalam pelaksanaan proyek. Namun penelitian tersebut tidak fokus meneliti pada setiap tahapan proses tender, dan tidak melakukan analisis permasalahan maupun usulan mitigasinya.
Tujuan penelitian ini adalah melakukan identifikasi permasalahan yang terjadi pada setiap tahapan proses pelelangan pekerjaan konstruksi dan mengusulkan tindakan untuk melakukan mitigasi atas permasalahan yang terjadi. Penelitian diawali dengan studi literatur dan preliminary survey berupa wawancara semi struktur, dilanjutkan dengan penyebaran kuesioner. Responden dalam penelitian adalah Pejabat Pembuat Komitmen (PPK), Unit layanan Pengadaan (ULP), penyedia jasa dan pengawas internal/eksternal yang berlokasi di Provinsi Jawa Timur dan Bali. Pengukuran kuesioner menggunakan penilaian skala likert. Analisis data menggunakan analisa Relative Important Index (RII), Uji Interval Kepercaayaan (Confident Interval) dan usulan mitigasi melalui pendapat ahli pengadaan (expert judment).
Hasil penelitian menunjukan bahwa terdapat 50 permasalahan yang terjadi pada tahap persiapan. Permasalahan utama yang menjadi hal yang perlu diperhatikan pada setiap tahapan pelelangan adalah sistem teknologi pendukung pelelangan masih banyak kelemahan, regulasi yang belum tersedia atau tidak lengkap dan keterbatasan sumber daya manusia dari jumlah maupun kompetensi dari pihak yang terlibat dalam proses pelelangan proyek konstruksi. Mitigasi permasalahan dilakukan berdasarkan konsep empat pilar reformasi yang dilakukan oleh LKPP antara lain pembuatan database penyedia jasa konstruksi yang lengkap dan terintegrasi dengan SPSE, sinkronisasi dan penyusunan regulasi yang sejalan diantara semua pihak terkait. Sedangkan pelatihan dan sosialisasi dapat dilakukan untuk peningkatan kemampuan SDM serta menumbuhkan sinergi dengan asosiasi jasa konstruksi untuk meningkatkan daya saing kontraktor lokal.

The increase in government spending budget for infrastructure development in Indonesia has led to a rising trend of the government awarding constructions projects through public tendering process. This process consists of multiple stages including, but not limited to, evaluation and e-procurement procedures of construction goods and services. The current tendering process has vulnerabilities that can be exploited to negatively impact project delivery. There are many research papers that discussed the occurrences of these exploitations (i.e., funds embezzlement, fraud invoicing, etc.), but there has not been one that focused on the study of the tendering process itself, nor presented problem analysis and mitigation options.
The aims of this research are to identify and analyze problems in every stage of public tendering process, then offer potential solutions to resolve or curb these problems. Preliminary survey in the form of observations, interviews, and secondary data collections will be used as starting point of problem identifications. Questionnaires will then be distributed to all stakeholders who are actively involved with the tendering process, including Project Manager in goverment side and Procurement Service Unit (ULP), contractors, consultants, and internal / external oversights located in East Java and Bali. Likert scale assessment, relative important index (RII) and confidence interval (CI) will be used to measure the questionnaires and analyze the data respectively, while proposed solutions will be established from the opinions of the experts.
This result of this study showed that there are 135 problems that occur during tendering process. The most common problem is the bidding system’s inability to provide a complete database of contractors,The limited human resources both number and competency is another important issue to consider. Proposed solution to solve these issues are based on four pillars of reformation concept done by LKPP. it is done by creating a complete database of construction service providers which containing company profiles, work packages undertaken, experts owned, history of work experience and assessment of company performance. The database must be integrated with SPSE in order to facilitate bidding and qualification evaluation. While training and socialization can be done for the improvement of human resource capability.
