Abstract
Alur Pelayaran Barat Surabaya (APBS) merupakan alur pelayaran yang menghubungkan kapal-kapal yang akan berlabuh di Pelabuhan Tanjung Perak dari Laut Utara Jawa. APBS terhubung dengan Alur Pelayaran Timur Surabaya (APTS). Seringnya lalu lintas kapal di alur tersebut maka perlu ditingkatkan keselamatan dalam pelayaran. Keselamatan pelayaran merupakan hal penting yang harus diperhatikan dan telah diatur oleh lembaga internasional. Namun upaya penanganan kondisi darurat di perairan masih belum maksimal dikarenakan pelaporan keadaan darurat masih menggunakan komunikasi analog sehingga tidak ada rekaman sidik data secara digital ketika terjadi keadaan darurat pada kapal, hal itu menyebabkan informasi yang diterima tidak tersebar ke semua polisi air dan kedatangan tim penyelamat ke lokasi juga terlambat. Maka pada tugas akhir ini akan dibuat sebuah sistem Coast Panic yaitu pemantauan kondisi darurat pada kapal yang berada pada kawasan Alur Pelayaran Barat dan Timur Surabaya, sistem tersebut terdiri dari software berupa aplikasi android yang diterapkan pada perangkat mobile polisi air guna mendapatkan notifikasi dan informasi dari suatu kapal berupa koordinat lokasi kapal, jenis kondisi darurat yang terjadi, serta identitas kapal, dan dua buah hardware berupa perangkat End Point dan Gateway. Perangkat End Point terdapat tombol panic, GPS serta LoRa yang akan diaplikasikan pada setiap kapal guna mengirimkan data berupa kondisi darurat yang sedang terjadi. Selanjutnya data yang didapatkan dari perangkat end point akan diteruskan ke gateway menggunakan komunikasi LoRa yang dapat menjangkau jarak jauh.

The West Surabaya Sailing Lane (WSSL) is a cruise line connecting ships that will dock at Tanjung Perak Harbor from the North Sea of Java. It is connected with East Surabaya Sailing Lane (ESSL). Frequent ship traffic in the groove hence the need for increased safety in the voyage. Safety of shipping is an important thing that must be considered and has been arranged by international agencies. However, emergency response efforts in the waters are still not maximized because emergency reporting still uses analog communications so that there is no digital data footage records when an emergency occurs on the ship, it causes the information received is not spread to all harbour police and the arrival of the rescue team to the location is too late. So in this final project will be made a Coast Panic system that is monitoring emergency conditions on ships in the West and East Sailing Surabaya Groove area, the system consists of software that consist of an android application that is applied to mobile devices of harbour police to get notifications and information from the ship is in the form of the coordinates of the ship's location, the type of emergency that occurs, as well as the identity of the ship, and two hardware consisting of End Point and Gateway devices. End Point devices have panic buttons, GPS and LoRa that will be applied to each ship to send data in the form of an emergency that is happening. Further data obtained from the end point device will be forwarded to the gateway using the LoRa communication that can reach long distance.
