Abstract

Kali Surabaya merupakan salah satu sumber daya air di Provinsi Jawa
Timur yang mengalir sepanjang 42,3 Km. Kali Surabaya mempunyai fungsi sosial
ekonomi dan budaya yang kental karena fungsinya sebagai sumber air baku air
minum, industri, pertanian maupun rekreasi bagi Kabupaten Mojokerto, Sidoarjo,
Gresik dan Kota Surabaya. Masalah yang sering terjadi adalah sebagian besar
limbah cair dari hasil aktifitas masyarakat dibuang ke saluran yang bermuara di Kali
Surabaya. Penelitian ini bertujuan untuk mengetahui sumber pencemar spesifik
yang terjadi di Kali Surabaya sehingga dapat ditentukan strategi pengelolaan dalam
meminimisasi pencemaran air limbah yang terjadi.
Penelitian diawali dengan melakukan pengumpulan data primer berupa
plotting sumber pencemar di sepanjang Kali Surabaya dan pengambilan uji kualitas
air dengan parameter BOD, COD, TSS dan pH. Selanjutnya data hasil uji kualitas
air limbah akan dibandingkan dengan Kepmen LH No.72 Tahun 2013 serta
dilakukan perhitungan beban pencemaran. Sebagai tambahan, dilakukan
pengumpulan data sekunder kualitas air Kali Surabaya selama 5 tahun dan
dilakukan analisis berdasarkan Peraturan Pemerintah No. 82 Tahun 2001 terkait
klasifikasi mutu kelas air Kali Surabaya.
Hasil penelitian didapatkan, sebanyak 215 titik sumber pencemar berupa
saluran air limbah domestik, 10 sumber pencemar berupa outlet effluent industri
yang membuang limbah cair nya ke Kali Surabaya. Adanya 225 titik sumber
pencemar tersebut menyebabkan kualitas air Kali Surabaya tidak memenuhi baku
mutu air kelas I, yaitu kriteria mutu air yang dimanfaatkan sebagai air baku air
minum sesuai PP No. 82 Tahun 2001. Strategi pengelolaan pencemaran air Kali

Surabaya yang dapat diberikan yaitu: (1) pelaksanaan program pembangunan IPAL
komunal di wilayah pemukiman; (2) peningkatan frekuensi kegiatan pengawasan
untuk wilayah industri; (3) penegakan hukum maupun rewards kepada industri
dalam pengelolaan lingkungan.

Kali Surabaya is one of the water resources located in East Java, which
flows along 42,3 Km from Mojokerto District to Surabaya. Kali Surabaya has a
social, economic and cultural functions which is closely related to their use as raw
water of drinking water, industrial, agriculture and recreation for Mojokerto,
Sidoarjo, Gresik District and also City of Surabaya. The main problem that often
occurs in Kali Surabaya is wastewater discharges from daily activities into drains
that leads to Kali Surabaya and it’s estuaries. This research aims to determine the
source of spesific pollutant contained in Kali Surabaya, to select the management
strategy to minimize waste pollution.
The research begins by collecting primary data such as plotting pollutant
point sources along Kali Surabaya and collection of waste water quality for BOD,
COD, TSS and pH. Futhermore, results of waste water quality will be compare
with regulation of Kepmen LH 72/2013 and used to make calculation of pollutant
load. In addition, collecting secondary data also conducted of water quality Kali
Surabaya for 5 years and carried out the analysis of water quality based on
regulation Peraturan Pemerintah No. 82/2001.
The results show, 215 point sources pollution has found in the form of drains
and 10 point sources pollution in the form of industrial which discharge their waste
water into Kali Surabaya. The 225 point sources of these pollutants caused the
water quality of Kali Surabaya exceeded the water quality standard class 1 which
is used as raw water for drinking water based on goverment regulation Peraturan
Pemerintah No. 82/2001. Water pollution management strategies for Kali

Surabaya granted from this research is (1) implementation Waste Water Treatment
Plant (WWTP) development program in residential areas; (2) increase frequency
of surveillance activities for industrial area; (3) establish law enforcement and
rewards to the industry in environmental management.
