Abstract

Sistem penyediaan air bersih menjadi perhatian khusus setiap daerah
perkotaan di Indonesia tidak terkecuali di Kecamatan Tanjung dan Murung Pudak
sebagai ibukota Kabupaten Tabalong Provinsi Kalimantan Selatan. Geliat industri
di kabupaten ini, terutama tambang batubara, minyak bumi, serta perkebunan
sawit dan karet memicu terjadinya pertumbuhan pelanggan PDAM seiring dengan
pertumbuhan penduduk yang cukup tinggi. Penambahan pelanggan tanpa disertai
analisis yang baik mengakibatkan terjadinya peningkatan beban pelayanan
PDAM, sehingga sistem distribusi air tidak lagi mampu memenuhi kebutuhan air
pelanggan terutama pada saat jam puncak pemakaian. Saat ini, tingkat pelayanan
PDAM Kabupaten Tabalong pada akhir tahun 2016 mencapai 67,78% dari jumlah
penduduk sebanyak 82.153 jiwa dengan prosentase kehilangan air sebesar
28,24%. Tujuan dari penelitian ini adalah menyusun dan menetapkan upaya untuk
mengoptimalkan sistem distribusi air minum eksisting dengan melakukan analisis
pada aspek teknis, aspek finansial, dan aspek kelembagaan.
Analisis aspek teknis meliputi perhitungan kehilangan air menggunakan
neraca air, potensi sifat korosif pada air yang didistribusikan serta analisis
jaringan distribusi menggunakan EPANET 2.0. Aspek finansial dan kelembagaan
meliputi penilaian kinerja perusahaan dengan mengacu pada Keputusan Menteri
Dalam Negeri Nomor 47 tahun 1999 tentang pedoman penilaian kinerja PDAM
serta Badan Pendukung Pengembangan Sistem Penyediaan Air Minum
(BPPSPAM) tentang petunjuk teknis penilaian kinerja PDAM.
Hasil analisis menunjukkan bahwa kehilangan air yang terjadi sebesar
28,24% dengan komposisi kehilangan air fisik sebesar 23,86% dan kehilangan air
non fisik sebesar 4,38%. Diperlukan penyesuaian nilai pH air dalam sistem distribusi sesuai index Langelier sebesar 7,98 untuk reservoir Agung dan 7,93
untuk reservoir Belimbing agar air tidak bersifat korosif maupun kerak. Analisis
Epanet 2.0 menunjukkan bahwa pada saat jam puncak terdapat titik-titik
pelayanan yang kekurangan tekanan dan headloss yang tinggi, sehingga
diperlukan penambahan, penggantian pipa serta penambahan booster agar sistem
jaringan distribusi mampu memenuhi kebutuhan pada saat jam puncak. Hasil
penilaian kinerja PDAM dari Kepmendagri Nomor 47 Tahun 1999 mendapat nilai
53,11 dengan kategori cukup dan Petunjuk Teknis BPPSPAM mendapat nilai 2,87
dengan kategori sehat.

Water supply system becomes particular concern to every urban area in
Indonesia including Tanjung and Murung Pudak Subdistrict as the Capital
Regency of Tabalong, South Kalimantan Province. Industrial growth in this
district, especially coal mines, petroleum and plantations making customer growth
water supply company of Tabalong Regency along with a fairly high population
growth. The addition of customers without good analysis leads to an increase in
service burden, so that the water distribution system is no longer able to meet the
water needs of customers especially during peak hours of use. Currently, level of
service water supply company of Tabalong Regency at the end of 2016 reached
67,78% of the total population of 82.153 inhabitants with a water loss percentage
of 28.24%. The purpose of this research is to compile and define the effort to
optimize the existing drinking water distribution system by analyzing the
technical aspects, financial aspects, and institutional aspects.
Technical aspect analysis includes calculation of water loss using water
balance, potential corrosive in distributed water as well as distribution network
analysis using EPANET 2.0. Financial and institutional aspects including the
assessment of company performance refers to Keputusan Menteri Dalam Negeri
Nomor 47 tahun 1999 about performance appraisal guidelines water supply
company and Badan Pendukung Pengembangan Sistem Penyediaan Air Minum
(BPPSPAM) about technical guidance on performance appraisal water supply
company.The result of the analysis shows that the water loss is as big as 28,24% with
the composition of physical water loss of 23.86% and non-physical water loss of
4.38%. Adjustment of water pH values in the distribution system is required corresponding index Langelier in 7,98 for the Agung reservoir and 7,93 for the
Belimbing reservoir so that water is not corrosive or crust. Epanet 2.0 Analysis
shows that during peak hours there are service points that lack pressure and high
headloss, so it needs addition, replacement of pipes and addition of booster so that
the distribution network system is able to meet the needs during peak hours. water
supply company performance appraisal results from Kepmendagri Nomor 47
Tahun 1999 got the score 53,11 with “enough” category and Technical
Instructions BPPSPAM got the score 2,87 with healthy category.
