Abstract
Peningkatan mutu di setiap satuan pendidikan diarahkan pada
upaya terselenggaranya layanan pendidikan yang lebih bermutu dan berkualitas
sehingga menjamin proses penyelenggaraan pendidikan di sekolah
sudah merata sesuai dengan harapan. Tetapi pada kenyataannya, banyak
penduduk tidak merasakan pendidikan, terutama di pulau Madura.
Hal ini ditandai oleh Angka Partisipasi Kasar (APK) pendidikan di Madura
masih sangat rendah. Status memprihatinkan indikator pendidikan
paling dirasakan oleh kabupaten Sampang karena Angka Partisipasi
Kerja (APK) hanya 23,3 persen dan Angka Partisipasi Murni (APM)
pendidikan SMP dan SMA kurang dari 86 persen. Penelitian ini menggunakan
analisis faktor untuk mengetahui faktor-faktor yang terbentuk,
mengetahui pengelompokan kecamatan menggunakan analisis cluster
hierarchy, dan mengetahui perbedaan rata-rata antarkelompok menggunakan
MANOVA. Dari penelitian indikator pendidikan formal jenjang
sekolah dasar sederajat didapatkan banyak kelompok yang optimum
yaitu complete linkage dengan pembagian optimal sebanyak 3 kelompok,
jenjang pendidikan Sekolah Menengah Pertama sederajat yaitu
average linkage dengan pembagian sebanyak 5 kelompok, sedangkan
jenjang pendidikan Sekolah Menengah Atas sederajat yaitu complete
linkage dengan pembagian sebanyak 5 kelompok. Dengan setiap faktor
yang terbentuk memiliki perbedaan rata-rata antarkelompok.

Improving the quality of education in each unit is directed towards
the implementation of better quality education services and quality
so as to ensure the process of education in schools has been uneven in
line with expectations. But in fact, many people do not feel education,
especially on the island of Madura. It was marked by the Gross Enrolment
Ratio (GER) in Madura education is still very low both at the provincial,
national, up to the level of education from elementary to high
school. Concerning the status of education indicators most felt by Sampang
because Labor Participation Rate (GER) is only 23,3 percent and
net enrollment ratio (NER) middle and high school education is less
than 86 percent. This study used factor analysis to determine the factors
that form, knowing grouping of districts using a hierarchical cluster
analysis, and knowing the average difference between groups using
MANOVA. From the study of formal education indicators obtained
many primary school level optimum group is complete linkage with optimal
distribution of as much as 3 groups, junior high school education
or equivalent is average linkage with optimal distribution of as much as
5 groups, while high school education or equivalent is complete linkage
with optimal distribution of as much as 5 groups. With every factor that
formed had an average difference between groups.
