Abstract
"Numeracy education is currently a national pnonty in Australia"
(Goos, Lowrie and Jolly, 2007, p.8). This statement was in accordance
with the preamble to the Adelaide Declaration'.
Australia's future depends upon each citizen having the necessary
knowledge, understanding, skills and values for a productive and
rewarding life in an educated, just and open society. High quality
schooling is central to achieving this vision. (MCEETY A, 1999)
Literacy was a curriculum goal that underpinned the Adelaide
Declaration (1999). It was argued that to be literate in terms of the
English language and number was vital for day-to-day living in
Australia. In addition, failure to achieve adequate levels of literacy and
numeracy limited the educational opportunities beyond schooling and
the employment prospects in a highly technological environment,
