Abstract

Rendahnya peluang penyandang disabilitas untuk memperoleh pekerjaan menjadi latar belakang pemerintah untuk mengeluarkan Undang-Undang Republik Indonesia yang mewajibkan pemerintah, perusahaan negara, dan swasta untuk mempekerjakan penyandang disabilitas. Namun sejak dikeluarkannya UndangUndang tersebut, hanya beberapa perusahaan yang melaksanakannya. Hal tersebut dibuktikan dengan kuota yang tidak terpenuhi, asumsi buruk dari perusahaan terhadap penyandang disabilitas, dan adanya sistem penggajian yang merugikan pekerja penyandang disabilitas. Oleh karena itu, dilakukan penelitian mengenai perancangan sistem penggajian berdasarkan performansi dari penyandang disabilitas agar diperoleh sistem pemberian kompensasi yang sesuai dengan kinerja bagi pekerja penyandang disabilitas dan badan usaha yang mempekerjakan penyandang disabilitas. Metode yang digunakan untuk perancangan sistem penggajian diawali dengan pengamatan di lapangan untuk menyusun hierarchical task analysis divisi memotong, menjahit, dan finishing. Tahap berikutnya yakni penyusunan checklist dan indikator performansi untuk mengukur kinerja pekerja di setiap divisi. Dan yang terakhir dilakukan penghitungan sistem penggajian menggunakan metode poin faktor dan commensurate wages. Hasil akhir dari penelitian ini adalah perancangan sistem penggajian yang ideal untuk Badan Usaha Tiara Handicraft Surabaya yakni sistem penggajian dengan menggunakan metode commensurate wages karena metode ini menggunakan perusahaan sebanding sebagai dasar penghitungan gaji dan kinerja pekerja sebagai faktor pengali untuk menghasilkan nilai penghitungan gaji menggunakan commensurate wages.

The low chance of persons with disabilities to obtain employment is the background of the government to issue the Law of the Republic of Indonesia which requires the government, state enterprises, and the private sector to employ persons with disabilities. But since the issuance of the Act, only a few companies have implemented it. This is evidenced by unmet quota, bad assumptions from companies on persons with disabilities, and the existence of a payment system that harms workers with disabilities. Therefore, a study on the design of a payment system based on the performance of persons with disabilities is carried out to obtain a system of compensation in accordance with the performance of workers with disabilities and business entities that employ persons with disabilities.The method used for the payment system design begins with observations in the field to compile a hierarchical task analysis division of cutting, sewing, and finishing. The next stage is the preparation of a checklist and performance indicators to measure the performance of workers in each division. And the last is the payment system calculated using the factor points method and commensurate wages. The final result of this study is the ideal payment system design for Tiara Handicraft, namely the payment system using the commensurate wages method because this method uses comparable companies as the basis for calculating salaries and worker performance as a multiplier to produce salary calculation values using commensurate wages.
