Abstract
Berdasarkan data statistik ketenagalistrikan Indonesia tahun 2016 rasio elektrifikasi Kalimantan Selatan sebesar 86,77% sedangkan Kalimantan Tengah baru mencapai 69,54%. Penjualan energi listrik periode 2001-2017 di Kalimantan Selatan dan Tengah tumbuh rata-rata 7,6% per tahun. Kebutuhan energi listrik di Kalimantan Selatan dan Tengah diproyeksikan akan tumbuh rata-rata 6,2% per tahun selama periode 2018-2050. PT. PLN (Persero) secara berkala membuat rencana 10 tahunan untuk memenuhi kebutuhan energi listrik di Kalimantan Selatan dan Tengah. Untuk mendapatkan rencana pengembangan yang lebih optimal, PLN berencana membuat Master Plan sistem kelistrikan se Kalimantan sampai dengan tahun 2050. Salah satu tahapan untuk membuat Master Plan tersebut adalah membuat rencana pengembangan pembangkit regional Kalimantan Selatan dan Tengah, yang selanjutnya akan digunakan sebagai rujukan untuk menilai tingkat keekonomiannya. Provinsi Kalimantan Selatan dan Tengah memiliki potensi sumber energi primer yang terdiri dari potensi batubara sekitar 1.916 juta ton, potensi gas bumi sekitar 20 mmscfd dan potensi tenaga air sekitar 700 MW. Pada tugas akhir ini dalam membuat rencana pengembangan pembangkit regional Kalimantan Selatan dan Tengah untuk memenuhi kebutuhan energi listrik setiap tahunnya selama periode waktu perencanaan, akan merujuk pada prinsip total biaya penyediaan listrik terendah (least-cost) serta memenuhi tingkat keandalan tertentu yaitu LOLP <0,274%. Dari hasil simulasi perhitungan dan analisa dengan menggunakan software WASP, diperoleh konfigurasi kebutuhan pembangkit regional Kalimantan Selatan dan Tengah dengan total biaya penyediaan listrik (NPV) sebesar USD 16,4 miliar dan nilai keandalan antara 0,056% sampai 0,271%.

Based on Indonesia's electricity statistics in 2016 the electrification ratio in South Kalimantan was 86,77% while in Central Kalimantan it only reached 69,54%. Electricity sales during the period 2001-2017 in South and Central Kalimantan grew an average of 7.6% per year. Electricity demand in the South and Central Kalimantan region is projected to grow by an average of 6.2% per year for the 2018-2050 period. PT. PLN (Persero) periodically makes a 10-year plan to meet the needs of electric loads in South and Central Kalimantan. To get a more optimal development plan, PLN plans to make an Electricity Master Plan for Kalimantan until 2050. One of the stages to make the Master Plan is to develop a plan for developing the South and Central Kalimantan regional plants, which will then be used as a reference to assess the economic level. in the provinces of South and Central Kalimantan has the potential of primary energy sources consisting of coal potential of around 1,916 million tons, natural gas potential of around 20 mmscfd and potential of hydropower around 700 MW. In this final project, the plan to develop the South and Central Kalimantan regional power plant to meet the electricity needs of each year during the planning period, will refer to the principle of the least-cost electricity supply and meet certain reliability levels, namely LOLP <0.274% . From the simulation results of calculations and analysis using the WASP software, the configuration of the South and Central Kalimantan regional power plant requirements with a total cost of electricity (NPV) of USD 16.4 million and reliability values between 0.056% to 0.271%.
