Abstract
Kelurahan Wonorejo, Rungkut merupakan salah satu kawasan Pantai Timur Surabaya yang mengalami kerusakan lahan mangrove paling tinggi yakni sekitar 27,26% dari luas total 70,4 Ha. Berdasarkan permasalahan tersebut, Pemerintah Kota Surabaya menjadikan kawasan Wonorejo sebagai kawasan lindung hutan mangrove yang telah diatur dalam Peraturan Daerah Nomor 3 Tahun 2007 dan berkelanjutan pada Peraturan Daerah Nomor 12 Tahun 2014 tentang Rencana Tata Ruang Wilayah Tahun 2014-2034. Pengelolaan kawasan lindung hutan mangrove di Kelurahan Wonorejo dilakukan dengan penanaman kembali tanaman mangrove di kawasan sempadan pantai. Namun, berdasarkan data Dinas Lingkungan Hidup Kota Surabaya tercatat adanya penurunan kerapatan mangrove tingkat pohon pada tahun 2016 – 2017 sebesar 13,24% di Kawasan Ekowisata Mangrove Wonorejo (Muara Sungai Jagir). Kondisi tersebut dapat dikatakan belum sesuai dengan target Rencana Kehutanan Tingkat Nasional tahun 2011-2030 yakni pembangunan kehutanan berkelanjutan, salah satunya peningkatan produktivitas kawasan konservasi. Oleh karena itu, perlu adanya strategi pengelolaan mangrove yang berkelanjutan.
Penentuan strategi pengelolaan mangrove diawali dengan pengumpulan data mengenai kondisi lingkungan mangrove dan masyarakat sekitar lokasi studi. Data kondisi lingkungan mangrove meliputi kualitas air laut, sedimen (substrat, nitrogen, fosfat, kalium), dan pengamatan fisik vegetasi mangrove. Data masyarakat meliputi karakteristik, partisipasi, persepsi, dan sikap. Pengolahan data menggunakan software Rapfish dengan pendekatan Multi Dimension Scalling (MDS) dan penentuan strategi menggunakan Analytical Hierarcy Process (AHP).
Hasil penelitian ini adalah kulitas air laut untuk parameter kekeruhan, TSS, DO, nitrat, dan total koliform tidak sesuai dengan Keputusan Menteri Lingkungan Hidup Nomor 51 Tahun 2004 pada Lampiran III tentang baku mutu air laut untuk biota laut. Jenis substrat sedimen didominasi lempung berliat dan unsur hara kategori rendah untuk nitrogen, serta kategori tinggi untuk fosfat dan kalium (dapat ditukar). Kerapatan mangrove termasuk dalam kategori baik dengan nilai 2.400 pohon/ha. Penutupan mangrove termasuk dalam kategori sedang dengan nilai 51,70%. Keanekaragaman jenis mangrove termasuk dalam kategori rendah dengan nilai 0,65. Kondisi masyarakat didominasi oleh warga asli Wonorejo dengan tingkat pengetahuan dan partisipasi rendah. Tingkat keberlanjutan pengelolaan mangrove adalah cukup berkelanjutan dengan nilai indeks keberlanjutan 50,14 dan cenderung menurun. Strategi prioritas dalam pengelolaan mangrove di Ekowisata Mangrove Wonorejo Surabaya adalah perlindungan dan peningkatan ekosistem mangrove.

The Wonorejo, Rungkut District is one of the East Coast areas of Surabaya City which has the highest damage to mangrove land, which is around 27.26% of the total area of 70.4 Ha. Based on these problems, the Surabaya City Government made the Wonorejo area as a protected area for mangrove forests which has been regulated in Peraturan Daerah No. 3 of 2007 and continued in Peraturan Daerah No. 12 of 2014 concerning the 2014-2034 Regional Spatial Planning. Management of protected areas of mangrove forests in Wonorejo is carried out by replanting mangroves in coastal border areas. However, based on the data from the Surabaya City Environment Office, there was a decrement in tree-level mangrove density in 2016 - 2017 by 13.24% in the Wonorejo Mangrove Ecotourism Area (Jagir River Estuary). This condition can be said to be not following the target of the 2011-2030 National Level Forestry Plan, namely the development of sustainable forestry, one of which is increasing the productivity of conservation areas. Therefore, there is a need for a sustainable mangrove management strategy.
Determination of mangrove management strategies begins with collecting data on the environmental conditions of mangroves and communities around the study site. Data on mangrove environmental conditions include seawater quality, sediment (substrate, nitrogen, phosphate,
potassium), and physical observation of mangrove vegetation. Community data includes characteristics, participation, perception, and attitude. Rapfish
software process data based on Multi Dimension Scaling (MDS) approach. Analytical Hierarchy Process (AHP) determines the strategy.
The results of this study are that the seawater quality for turbidity, TSS, DO, nitrate, and total coliform parameters are not following the Decree of the Minister of Environment Number 51 of 2004 in Appendix III concerning seawater quality standards for marine biota. The type of sediment substrate is dominated by low-grade clay and nutrient for nitrogen, and high categories for phosphate and potassium (can be exchanged). The density of mangroves is in the good category with a value of 2,400 trees/ha. The closure of mangroves is in the medium category with a value of 51.70%. The diversity of mangrove species is in the low category with a value of 0.65. Native Wonorejo people with a low level of knowledge and participation dominates the condition of the community. The level of sustainability of mangrove management is entirely sustainable with a sustainability index value of 50.14 and tends to decrease. The priority strategy in mangrove management in Wonorejo Mangrove Ecotourism Surabaya is the protection and improvement of mangrove ecosystems.
