Abstract

Kebijakan yang telah dikeluarkan pemerintah melalui Peraturan Menteri Kelautan dan Perikanan RI No 48 tahun 2015 tentang pedoman umum pembangunan sentra kelautan dan perikanan terpadu di pulau – pulau kecil dan kawasan perbatasan, yang bertujuan membangun dan mengintegrasikan bisnis kelautan dan perikanan melalui optimasi pemanfaatan sumber daya kelautan dan perikanan di pulau – pulau kecil dan kawasan perbatasan secara berkelanjutan, diharapkan mampu mengatasi tingkat kemiskinan di pulau – pulau kecil dan kawasan perbatasan. Tujuan dari penelitian ini adalah untuk menentukan mengetahui konsep perancangan sesuai kebutuhan dan nilai investasi dalam pengembangan pelabuhan sentra kelautan dan perikanan terpadu (SKPT). Metode yang digunakan dalam penelitian ini adalah Analytical Network Process (ANP), Interpretative Structural Modelling (ISM), dan Metode SWOT. Hasil analisis menggunakan metode ANP menunjukan bahwa Rote Ndao memiliki prioritas pengembangan lebih besar dibandingkan Sumba Timur. Metode ISM menunjukan bahwa kriteria prioritas utama dalam penentuan lokasi pelabuhan SKPT yaitu “Potensi dan komooditas unggulan sektor kelautan dan perikanan”. Berdasarkan Metode SWOT Posisi (PPI) Tulandale, Rote Ndao, memiliki posisi strategis untuk pengembangan pasar. Nilai dari investasi yang dibutuhkan untuk rencana pengembangan jangka pendek sebesar 24,095 milyar rupiah, jangka menengah sebesar 17,256 milyar rupiah, dan jangka panjang sebesar 29,725 milyar rupiah.

The government policy Number 48 year of 2015 by the Ministry of Marine and Fishery of
Republic of Indonesia is about the general guidance to develop integrated central marine and
fishery within small islands and regional borders. The aim of that policy is to establishing and
integrating marine and fishery business through the optimum of its sustainable resource use and
it is expected to resolve the degree of poverty within small islands and regional borders. The
purpose of this research is to figure out concept of the scheme, which suits the needs and infes-
tation value within the development of integrated central marine and fishery. Analytical Net-
work Process (ANP), Interpretative Structural Modeling (ISM), and SWOT were use as the
method. The result shows that Rote Ndao’s index ratio of development priority is higher than
Sumba Timur. Interpretative Structural Modeling (ISM) method shows that the main criteria in
order to determine the integrated central marine and fishery port location is based on the poten-
tial commodity of its central marine and fishery. According to SWOT position (PPI) method
the Tulandale, Rote Ndao owns a strategic position to do market penetration and market devel-
opment. The infestation value needed for short-term development program is about 24,095 bil-lion rupiah. Meanwhile for intermediate-term and long-term development program are around 17,256 billion rupiah and 29,725 billion rupiah respectively.
