Abstract
Pada perencanaan tebal perkerasan lentur, nilai distribusi beban as kendaraan adalah salah satu faktor penting untuk bisa mendapatkan nilaiEquivalent Axle Load (EAL) tiap jenis kendaraan. Nilai EAL digunakan untuk menentukan tebal perkerasan dan umur perkerasan tersebut dalam menerima beban lalu lintas selama umur rencana. Namun pada kenyataannya jalan di Indonesia banyak yang sudah mengalami kerusakan bahkan sebelum umur rencana tercapai.Saat ini, untuk mendapatkan nilai distribusi beban as kendaraan mengacu pada metode perencanaan perkerasan jalan lentur yang dikeluarkan oleh Dinas Pekerjaan Umum Bina Marga. Perlu diketahui bahwa data-data yang ada pada pedoman tersebut hanya untuk kendaraan dengan muatan standar. Kenyataan di lapangantidak semua truk bermuatan standar,dan didugabanyak truk dengan muatan melebihi standar (overloaded). Kondisi tersebut diduga juga akan berpengaruh terhadap nilai distribusi beban as kendaraan.
Dalam penelitian ini data yang digunakan adalah data Weight in Motion (WIM) di beberapa ruas jalan provinsi di wilayah Jawa Timur. Dari data tersebut didapatkan data karakteristik dan variasi beban masing-masing jenis kendaraan. Data tersebut selanjutnya di analisis untuk mendapatkan nilai distribusi beban as kendaraan dengan muatan normal dan muatan overloaded.
Berdasarkan uji hipotesis rata-rata independen dapat disimpulkan bahwa terdapat perbedaan nilai distribusi hasil penelitian dengan Bina Marga yang berpengaruh signifikan terhadap nilai EAL. Perbedaan nilai EAL akibat kelebihan muatan bervariasi antara 2,26 kali sampai dengan 5,61 kali lebih besar dari muatan standar. Hal tersebut dapat mempengaruhi perencanaan perkerasan lentur, sehingga menyebabkan kinerja perkerasan kurang optimal dan mengalami kerusakan dini.

In the planning of flexible pavement thickness, the distribution value of vehicle axle load is one of the important factors to be able to determine the Equivalent Axle Load (EAL) value for each vehicle type. EAL value is used to determine the pavement thickness and durability of pavement in accepting traffic loads during the life of the plan. But in reality many roads in Indonesia have been damaged even before the durability of the plan is reached. To obtain the distribution value of vehicle axle load refers to the method of flexible road pavement planning issued by the Public Works Agency of Highways. The data contained in these guidelines are only for vehicles with a standard charge. In reality not all trucks are have standard load, and many trucks are predicted to be overloaded. This condition is also predicted to affect load distribution value of vehicle.
The data used in this study is Weight in Motion (WIM) data on several provincial roads in the East Java region. From the data above, characteristic and variations load data of each vehicle type are determined. The data is analyzed to obtain the distribution value of the vehicle load with normal loads and overloaded loads.
Based on the independent hypothesis test, it can be concluded that there are differences in the value of the distribution between the results of this research and Public Works Agency of Highways which has a significant effect on the EAL value. The difference in EAL values due to overloading varies between 2.26 times and 5.61 times greater than the standard load. This can affect the planning of flexible pavements, thus causing the pavement performance to be less optimal and to experience early damage.
