Abstract
Dalam aktivitas bongkar muat ada hal yang sangat perlu diperhatikan yaitu, kesehatan dan keselamatan kerja (K3). Namun pada pelayaran rakyat hampir tidak ada pelatihan maupun peralatan khusus untuk melindungi para pekerja bongkar muat. Sehingga apabila terjadi kecelakaan kerja maka resiko yang dialami oleh pekerja sangat besar. Tujuan penelitian ini adalah untuk mengetahui standar prosedur Keselamatan dan Kesehatan Kerja berdasarkan peraturan nasional, mengetahui pelaksanaan Keselamatan dan Kesehatan Kerja di pelayaran rakyat, dan mengetahui penerapan prosedur Keselamatan dan Kesehatan Kerja sesuai peraturan nasional di pelayaran rakyat. Penelitian dilakukan dengan tahapan identifikasi masalah, tahap analisis peraturan Keselamatan dan Kesehatan Kerja di Pelayaran Rakyat, tahap analisis peraturan Keselamatan dan Kesehatan Kerja di Indonesia serta kesimpulan dan saran. Hasil penelitian ini menunjukkan bahwa peraturan nasional tentang Keselamatan dan Kesehatan Kerja yang terdapat pada Undang-undang No 1 tahun 1970 sudah sangat jelas mengatur mengenai hak untuk dapat pelatihan, jaminan kesehatan, dan kewajiban menggunakan APD. Para pekerja bongkar muat di Pelayaran Rakyat Kalimas sampai saat ini masih belum memakai Alat Pelindung Diri saat sedang bekerja. Dengan melakukan penilaian risiko pada kegiatan stevedoring ada kegiatan yang mendapatkan nilai 15 dimana rentang nilai 15-25 merupakan kategori risiko tinggi yaitu kegiatan melintasi gangway. Untuk mencegah terjadinya kecelakaan kerja maka perlu adanya prosedur seperti membatasi orang disekitar area kerja, waspada terhadap kendaraan yang berada di area kerja, dan menjaga kebersihan area kerja.

In loading and unloading activities there are things that really need to be considered, which
is occupational health and safety. But in traditional seaport there is almost no training or
special equipment to protect loading and unloading workers. So if there is a work accident,
the risks are very large. The purpose of this study is to determine the standards of
occupational safety and health procedures based on national regulations, to understanding
the implementation of Occupational Health and Safety on traditional seaport, and to
understanding the application of Occupational Health and Safety procedures in accordance
with national regulations in traditional seaport. The research started by identifying the
stages of the problem, analyze the phase of Occupational Health and Safety’s regulations
in traditional seaport, analyze the phase of Occupational Health and Safety’s regulations in
Indonesia and conclusions and suggestions. The results of this study indicate that the
national regulation on Occupational Health and Safety contained in UU no. 1 of 1970 has
very clearly regulated the right to be able to get training, health insurance, and the
obligation to use personal protective equipment. The loading and unloading workers on
Kalimas’ Occupational Health and Safety still do not use personal protective equipment
while working until now. By conducting risks assessment on stevedoring activities, there
are activities that have score 15 where the range of scores of 15-25 is a high risk category,
which is activities that crossing the gangway. To prevent work accidents, it is important to
have procedures such as limiting people around the work area, being aware of vehicles in
the work area, and maintaining the hygiene of the work area.
