Abstract
Pemerintah dengan masyarakat menjadi faktor penting dalam meningkatkan kualitas layanan masyarakat. Tetapi dalam penerapannya, pengaduan yang selama ini digunakan tidak efektif dan lambat dalam menggunakan media komunikasi umum seperti surat, radio, media sosial, dan website. Pentingnya komunikasi yang baik antara masyarakat dan pemerintah memunculkan urgensi untuk membuat suatu sarana komunikasi yang selalu siap untuk diakses, mudah, dan terintegrasi.
Penelitian ini menggunakan pendekatan kualitatif menggunakan Metode Kontekstual dan pendekatan kuatitatif. Melakukan wawancara mendalam dengan stakeholder yaitu Kepala Dinas Kominfo, kuesioner, wawancara dengan warga, analisa costomer journey map, user persona, melalui studi eksisting, serta buku literatur. Hasil data yang didapat untuk menentukan big idea yang menjadi acuan dalam perancangan aplikasi mobile yang mampu menjawab permasalahan pengguna.
Kebutuhan arsitektur informasi, konten, konsep Tampilan User Interface dan User Experience pada Aplikasi Mobile ini ditentukan berdasarkan riset. Hasil rancangan ini berupa aplikasi mobile yang memiliki kategori laporan sesuai dengan kebutuhan pengguna yang dapat mempercepat dalam proses pengaduan kepada pemerintah dan menggunakan Maskot ikon Kab. Sidoarjo agar aplikasi lebih otentik, dapat dipercaya, dan mudah pengarahannya.

The government and society becomes an important factors in improving a quality of public services. However, in its application, complaints that have been used so far are not effective and slow to use public communication media such us letters, radio, social media, and website. The importance of good communication between the society and the government raises the urgency to create a tool of communication that is always ready to be accessed, easy, and integrated.
This study uses a qualitative approach using contextual methods and quantitative approaches. Conduct in-depth interviews with stakeholders, specifically the head of the communication and information agency, questionnaires, interviews with residents, costomer journey map analysis, user persona, through existing studies, and literature books. The results of the data obtained are to determine the big idea which is a reference in designing mobile applications that are able to answer user problems.
Information architectural needs, content, concepts of user interface and user experience in this mobile application are determined based on research. The result of this design is a mobile application that has a category of reports in accordance with the needs of users who can speed up the process of complaints to the government and use the mascot icon of Sidoarjo in order the applications are more authentic, trustworthy, and easy to direct.
