Abstract
Pendidikan adalah salah satu aspek penting dalam kesejahteraan penduduk yang mengandung disiplin ilmu dan dapat membentuk kepribadian, sehingga penduduk dapat bertahan hidup dan bermanfaat bagi lingkungan sekitar. Tingkat pendidikan dapat diukur dengan menggunakan Angka Partisipasi Kasar. Angka Partisipasi Kasar menunjukkan besarnya partisipasi penduduk dalam mengikuti kegiatan sekolah. Kementerian Pendidikan dan Kebudayaan Republik Indonesia memiliki target Angka Partisipasi Kasar untuk jenjang SD, SMP, dan SMA. Salah satu Provinsi yang memiliki Angka Partisipasi Kasar yang jauh dari target adalah Provinsi Papua, dengan angka sebesar 67,94% pada jenjang SMA/sederajat dan target dari Kementerian Pendidikan dan Kebudayaan sebesar 85,71%. Selain itu Angka Partisipasi Kasar di Provinsi Papua untuk jenjang SMA memiliki peringkat terendah di Indonesia. Rendahnya Angka Partisipasi Kasar untuk jenjang SMA di Provinsi Papua perlu ditingkatkan dengan mengetahui pengaruh dari Angka Partisipasi Kasar jenjang SMA agar pendidikan di Provinsi Papua meningkat. Akan tetapi, Provinsi Papua memiliki kondisi geografis berupa dataran tinggi dan pegunungan, sehingga mengindikasikan Angka Partisipasi Kasar tersebut dipengaruhi oleh keadaan geografis. Metode yang tepat untuk dapat melakukan analisis Angka Partisipasi Kasar adalah dengan menggunakan Geographically Weighted Regression.

Education is one of the important aspects in the welfare of the population that contains scientific discipline and can shape personality, so that the population can survive and benefit the surrounding environment. The level of education can be measured using the Gross Enrolment Ratio. The Gross Enrolment Ratio shows the amount of population participation in participating in school activities. The Ministry of Education and Culture of the Republic of Indonesia has a target for gross participation rates for elementary, middle and high school levels. One of the provinces that has a Gross Enrolment Ratio that is far from the target is Papua Province, with a figure of 67.94% at the senior high school level. While the target of the Ministry of Education and Culture was 85.71%. In addition, the Gross Enrolment Ratio in Papua Province for senior high school level has the lowest ranking in Indonesia. The low Gross Enrolment Ratio for senior high school levels in the Papua Province needs to be improved by knowing the effect of the senior high school participation rate so that education in Papua Province increases. However, the Papua Province has geographical conditions in the form of highlands and mountains, thus indicating that the Gross Enrolment Ratio is influenced by geographical conditions. The right method to be able to analyze the Gross Enrolment Ratio is Geographically Weighted Regression.
