Abstract
Aspek kesehatan yang dilihat dari Angka Harapan Hidup saat lahir belum dapat menjabarkan indeks kesehatan dengan baik sehingga diperlukan indikator yang dapat mengukur aspek kesehatan, yaitu Indeks Pembangunan Kesehatan Masyarakat (IPKM). Kementerian kesehatan RI menyatakan bahwa Daerah Bermasalah Kesehatan adalah kabupaten/kota yang memiliki nilai IPKM di bawah rata-rata nasional. Jawa Barat, Jawa Tengah, dan Jawa Timur merupakan 3 provinsi di Pulau Jawa yang memiliki 99 kabupaten/kota, 69% diantaranya masuk dalam kelompok IPKM lebih dari atau setara IPKM nasional, sedangkan 31% sisanya masuk dalam kelompok IPKM kurang dari IPKM nasional. Hal ini diduga karena terdapat faktor-faktor yang mempengaruhi IPKM di Jawa, sehingga perlu dilakukan pemodelan terhadap faktor-faktor yang mempengaruhi Indeks Pembangunan Kesehatan Manusia menggunakan metode regresi probit biner. Hasil analisis dari model terbaik yang dihasilkan menunjukkan variabel yang berpengaruh signifikan dalam model adalah dependency ratio, persentase penduduk miskin, persentase rumah tangga ber-PHBS, dan persentase rumah sehat.

Health aspect which is seen from life expectancy has not been able to describe health index so well, so it needs an indicator that can measure the health aspect, namely Public Health Development Index (PHDI). Ministry of Health of the Republic of Indonesia stated that Health Problem Areas are districts/cities that have an PHDI value below the national average. West Java, Central Java, and East Java are 3 provinces in Java that have 99 districts/cities, 69% are accepted in the group more than national average, while 31% are accepted in the group value below the national average. This is due to factors that affect the PHDI in Java, so modeling needs to be done on the factors that affect the Public Health Development Index using a binary probit regression method. Analysis results based on the best models shows the variables that have a significant effect on the model are the dependency ratio, the percentage of the poor, the percentage of households with clean and healthy living behavior, and the percentage of healthy houses.
