Abstract

Sektor pertanian merupakan salah satu konsentrasi dari pemerintah Indonesia karena cukup berpotensi. Untuk mengembangkan potensi pertanian dan meningkatkan kesejahteraan masyarakat pedesaan, pemerintah mencanangkan klaster industri otomotif Alat Mekanis Multiguna Pedesaan (AMMDes). Stakeholder dalam klaster industri otomotif ini cukup kompleks, oleh karena itu diperlukan manajemen risiko yang mempertimbangkan kepentingan stakeholder, yaitu dengan menggunakan HOR multistakeholder untuk menjaga agar tetap stabil. Proses identifikasi risiko dilakukan melalui diskusi dengan stakeholder terkait yang menghasilkan 18 kejadian risiko dan 19 penyebab risiko. Penelitian ini melibatkan penilaian risiko oleh 3 stakeholder terpilih, yaitu Kementerian Perindustrian, Akademisi, dan PT KMWI. Dengan menggunakan HOR 1 multistakeholder, diperoleh combined aggregate risk potential (CARP) untuk gabungan ketiga stakeholder, dan dipilih 6 potensi risiko prioritas berdasarkan pareto chart. Berdasarkan 6 potensi risiko prioritas tersebut, kemudian ditentukan 13 tindakan mitigasi, di mana nilai CARP potensi risiko prioritas paling besar adalah penyebab risiko (A4), yaitu kurang akuratnya forecast permintaan. Selanjutnya, 13 tindakan mitigasi tersebut dinilai menggunakan HOR 2 multistakeholder untuk mendapatkan nilai effectiveness to difficulty (ETD) tindakan mitigasi pada setiap stakeholder. Diperoleh 9 tindakan mitigasi yang menjadi tanggung jawab Kemenperin, 6 tindakan mitigasi untuk Akademisi, dan 13 tindakan mitigasi untuk PT KMWI.

The agricultural sector is one of the concentrations of the Indonesian government due to its significant potential. To develop agricultural potential and improve the welfare of rural communities, the government launched an automotive industrial cluster called "Alat Mekanis Multiguna Pedesaan" (AMMDes). Stakeholders in the automotive industry cluster are quite complex, therefore risk management is needed that takes into account the interests of stakeholders, by using multistakeholder HOR to keep it stable. The risk identification process was carried out through discussions with relevant stakeholders, resulting in 18 risk events and 19 risk agents. This study involved risk assessment by 3 selected stakeholders, namely the Ministry of Industry, Academics, and PT KMWI. Using multistakeholder HOR 1, the combined aggregate risk potential (CARP) for the combination of the three stakeholders was obtained, and 6 priority risk potentials were selected based on the pareto chart. Based on these 6 priority risk potentials, 13 mitigation actions were then determined, with the highest CARP priority risk being the risk cause (A4), inaccurate demand forecasting. The 13 mitigation actions were then assessed using multistakeholder HOR 2 to obtain the effectiveness to difficulty (ETD) values of the mitigation measures for each stakeholder. The results show 9 mitigation actions that are the responsibility of the Ministry of Industry, 6 mitigation actions for Academics, and 13 mitigation actions for PT KMWI.
