Abstract
Penerapan teknologi informasi di berbagai bidang organisasi memberikan pengaruh besar terhadap peningkatan kinerja organisasi. Penerapan berbagai macam sistem informasi, seperti sistem pendukung keputusan, menjadi tugas terpenting suatu organisasi untuk meningkatkan efektivitas dalam pengambilan keputusan. Dinas Kesehatan Kabupaten Malang merupakan salah satu organisasi pemerintahan yang menerapkan sistem informasi pendukung keputusan berbasis multiplatform dahsboard untuk visualisasi kasus demam berdarah yang biasa disebut aplikasi DBD Visualizer. Untuk mengetahui faktor-faktor yang mempengaruhi manfaat dari DBD Visualizer, maka perlu dilakukan evaluasi pada sistem aplikasi. Kerangka kerja evaluasi yang digunakan untuk mengukur manfaat sistem informasi tersebut yaitu kerangka kerja evaluasi HOT-Fit. Kerangka kerja evaluasi HOT-Fit melakukan evaluasi terhadap tiga komponen yaitu komponen manusia sebagai pengguna sistem, komponen organisasi sebagai lembaga penyedia sistem, serta komponen teknologi berupa sistem yang diterapkan. Terdapat delapan variabel yang digunakan dalam evaluasi menggunakan model HOT-Fit yaitu kualitas sistem (system quality), kualitas informasi (information quality), kualitas layanan (service quality), pengguna sistem (system use), kepuasan pengguna (user satisfaction), struktur organisasi (organization structure), lingkungan organisasi (environment), dan manfaat (net benefits). Implementasi kerangka kerja evaluasi HOT-Fit dilakukan dengan pengambilan data melalui kuesioner. Setelah itu, dilakukan perhitungan data hasil kuesioner untuk mengetahui hubungan antardimensi pada kerangka kerja HOT-Fit. Tools yang digunakan dalam perhitungan data adalah Generalized Structure Component Analysis (GSCA) dengan alat berbasis website yaitu GeSCa (sem-gesca.org). Dari hasil analisis GeSCA akan diketahui apa saja faktor-faktor yang mendukung maupun kurang mendukung manfaat dari penerapan DBD Visualizer. Berdasarkan hasil penelitian maka diberikan rekomendasi kepada Dinas Kesehatan Kabupaten Malang. Hasil dari penelitian ini adalah (1) faktor information quality dari komponen technology berpengaruh positif signifikan terhadap system use dan user satisfaction dari komponen human, (2) faktor pada komponen organisasi, yaitu structure berpengaruh positif signifikan terhadap environment, (3) faktor user satisfaction dari komponen human dan faktor environment dari komponen organisasi memberikan pengaruh positif signifikan terhadap net benefits.

The implementation of information technology in various fields of the organization has a major influence on improving organizational performance. The application of various types of information systems, such as decision support systems, is the most important task of an organization to increase the effectiveness in decision making. Malang District Health Office is one of the government organizations that applies multiplatform-based decision-support information systems to visualize cases of dengue fever commonly called DBD Visualizer applications. To find out the factors that influence the benefits of DBD Visualizer, it is necessary to evaluate the application system. The evaluation framework used to measure the benefits of information systems is the HOT-Fit evaluation framework. The HOT-Fit evaluation framework evaluates three components, namely the human component as a system user, the organizational component as a system provider, and the technology component in the form of an applied system. There are eight variables used in the evaluation using the HOT-Fit model, namely system quality, information quality, service quality, system users, user satisfaction, organizational structure (organization structure), organizational environment (environment), and benefits (net benefits).The implementation of the HOT-Fit evaluation framework is carried out by collecting data through a questionnaire. After that, the results of the questionnaire data were calculated to determine the interdimensional relationship in the HOT-Fit framework. The tools used in calculating data are Generalized Structure Component Analysis (GSCA) with a website-based tool, GeSCa (sem-gesca.org). From the results of the GeSCA analysis, it will be known what factors support and less support the benefits of implementing DBD Visualizer. Based on the results of the study, recommendations were given to the Malang District Health Office.The results of this study are: (1) information quality factors from the technology component have a significant positive effect on system use and user satisfaction from human components, (2) factors in organizational components, namely structure have a significant positive effect on the environment, (3) user satisfaction factors from Human components and environmental factors of organizational components have a significant positive effect on net benefits
