Abstract
Kurangnya pengetahuan user terhadap produk TI yang mereka buat mengakibatkan tingkat overrun pada pelaksanaan proyek TI meningkat, studi terakhir menun-jukkan bahwa dalam kurun waktu 2010-2014 terdapat 52,7% proyek TI yang dilaporkan terlaksana namun melebihi waktu yang telah ditentukan. Hal tersebut sangat berdampak pada biaya yang dikeluarkan. Dari permasa-lahan ini terdapat sebuah peluang untuk mengoptimalkan penggunaan biaya dan meningkatkan nilai dari sebuah proyek TI. Penerapan value engineering sebagai sebuah framework untuk meningkatkan keefektifitasan proyek dapat dil-akukan, mengingat studi tersebut masih sangat jarang digunakan dibidang TI. Value Engineering ini dimanfaat-kan untuk meningkatkan penghematan biaya pada proyek TI yang ada di pemerintah daerah. Proyek TI tersebut berupa pembangunan aplikasi e-Performance untuk ka-bupaten di daerah XYZ. Dengan berbekal Kerangka Acu-an Kerja dari tim pengembang, penelitian ini berfokus un-tuk mengetahui apakah Kerangka Acuan Kerja yang di-ajukan tim pengembang dapat diminimalkan dari segi biaya tanpa mengurangi nilai dari sebuah aplikasi. Proses value engineering yang dimanfaatkan sebatas han-ya pada tahap perencanaan proyek. Hasil dari penelitian ini berupa dokumen rekomendasi perubahan (VECP) yang dapat dijadikan sebagai pertimbangan oleh tim pengem-bang dalam melaksanakan proyek.

Lack of user knowledge of IT products results in an in-crease in the level of overrun in IT project implementation, a recent study shows that in 2010-2014 there were 52.7% of IT projects reported to have been carried out but ex-ceeded the deadline. This can result in costs incurred. Fur-thermore, these problems produce opportunities to opti-mize the use of costs and increase the value of IT projects .The application of value engineering as a framework to improve project effectiveness is carried out, considering that this study is still rarely used in the IT field. Value En-gineering is used to increase cost savings on existing IT projects in local governments. The IT project is in the form of building an e-Performance application for patents in the XYZ area. Armed with the project activty document from the development team, this study focuses on finding out whether the project activty document submitted by the de-velopment team can be minimized from the cost side with-out removing the value of the application. The value engineering process used is limited only to the project planning stage. The results of this study are in the form of a change recommendation document (VECP) which can be used as a consideration by the development team in implementing the project
