Abstract
Pentingnya akan kebutuhan implementasi Teknologi Informasi bagi organisasi saat ini menyebabkan perusahaan harus mengeluarkan biaya yang cukup mahal dalam melakukan investasi di sektor Teknologi Informasi. Isu yang paling banyak ditemui bagi perusahaan yang ingin menerapkan sistem dan Teknologi Informasi (TI) adalah besarnya investasi dan biaya yang harus dikeluarkan. Hal ini menjadi tantangan besar bagi berbagai perusahaan, tak terkecuali pada PDAM Surya Sembada Kota Surabaya. Karena memiliki sumberdaya yang terbatas, PDAM harus melakukan proses evaluasi dan prioritisasi proyek TI untuk memberikan hasil perencanaan TI yang optimal. Namun pada pelaksanaanya, hingga saat ini PDAM Surya Sembada Kota Surabaya belum memiliki metode tersendiri dalam menguji kelayakan serta memprioritaskan proyek TI. Adanya permasalahan terkait belum adanya metode uji kelayakan dan prioritisasi tersebut, maka penelitian ini bertujuan untuk menguji kelayakan dan merancang kerangka pemrioritasan proyek TI. Penelitian ini menggunakan metode Information Economics (IE) untuk menguji kelayakan proyek TI dan Analytical Hierarchy Process (AHP) sebagai tools yang mendukung proses prioritas. Penelitian ini menggunakan metode kualitatif pada pendekatan studi kasus, dan akan membandingkan hasil evaluasi metode IE, dengan metode IE yang didukung oleh AHP. Hal ini dilakukan untuk mengetahui keakuratan skoring yang diberikan pada metode IE. Tahap awal yang dilakukan adalah wawancara dan observasi dokumen untuk mengetahui kondisi terkini perusahaan, lalu pengisian kuisioner pembobotan kriteria oleh para pakar, dan melakukan normalisasi serta analisis konsistensi untuk mendapatkan bobot yang konsisten. Tahap selanjutnya adalah dengan merancang kerangka prioritas sesuai dengan bobot yang diberikan oleh pakar. Pemberian bobot bertujuan untuk menyesuaikan kerangka prioritas yang dirancang dengan tujuan manfaat bisnis perusahaan.

The importance of the need for implementation of Information Technology for organizations now causes companies to have to pay quite expensive costs in investing in the Information Technology sector. The most common issue for companies that want to implement a system and Information Technology (IT) is the amount of investment and costs that must be spent. This is a big challenge for various companies, including PDAM Surya Sembada, Surabaya City. Because it has limited resources, the PDAM must carry out the process of evaluating and prioritizing IT projects to provide optimal IT planning results. But in its implementation, until now PDAM Surya Sembada Kota Surabaya does not yet have its own method in testing the feasibility and prioritizing IT projects. The existence of problems related to the absence of feasibility testing methods and prioritization, this study aims to test the feasibility and design of the IT project prioritization framework. This study uses Information Economics (IE) method to test the feasibility of IT projects and Analytical Hierarchy Process (AHP) as tools that support priority processes. This study uses qualitative methods in the case study approach, and will compare the evaluation results of the IE method, with the IE method supported by AHP. This is done to determine the accuracy of the scoring given in the IE method. The initial stage is interview and document observation to find out the current condition of the company, then fill the criteria weighting questionnaire by experts, and normalize and analyze consistency to get consistent weights. The next step is to design a priority framework according to the weight given by the expert. Giving weighting aims to adjust the priority framework designed with the aim of the company's business benefits.
