Abstract
Kelurahan Kapuk merupakan satu kelurahan dengan tingkat kekumuhan mulai dari kumuh rendah, sedang, hingga berat. Permukiman kumuh tersebut terbentuk dari adanya keragaman kondisi baik fisik, ekonomi, ketersediaan sarana dan prasarana dasar, sosial dan juga bahaya (hazard). Diperlukan adanya suatu upaya peningkatan kualitas lingkungan permukiman kumuh secara komprehensif dengan mengetahui bagaimana karakteristik permukiman kumuh yang terbentuk dan apa faktor yang menyebabkan terbentuknya lingkungan kumuh tersebut.
Dalam mencapai tujuan penelitian, dilakukan: identifikasi karakteristik permukiman kumuh terlebih dahulu dengan menggunakan analisis statistik deskriptif; menganalisis faktor-faktor penyebab terbentuknya lingkungan permukiman kumuh menggunakan content analysis; dan merumuskan arahan peningkatan kualitas lingkungan permukiman kumuh menggunakan alat content analysis.
Arahan peningkatan kualitas yang dihasilkan adalah melalui penetapan kebijakan, pengurusan administrasi dan penertiban penduduk pendatang; membangun rumah susun, landed house dan mess; penyediaan lahan TPS, sarana persampahan, penerapan konsep bank sampah; pembenahan dan pembangunan sanitasi masyarakat; pengoptimalan fungsi saluran air, pengadaan dan pengoperasian RPH modern dan IPAL; pengembangan konsep Tridaya; diversifikasi dan intensifikasi pekerjaan masyarakat; sosialisasi kepada masyarakat dan ketegasan penerapan kebijakan; penguatan kemampuan ekonomi masyarakat; pemberian kegiatan dengan sistem dana stimulan; dan pemberian pendidikan informal.

Kapuk Village is a village with slumness level ranging from low, moderate, until severe slumness. The slum areas are formed of diverse conditions, including physical, economic, social, and hazard conditions as well as the availability of basic infrastructure. An effort to comprehensively improve the quality of slum areas is needed, which can be done by studying the characteristic of the slum area and factors that cause the formation of the slum environment.
In achieving the purpose of the study, the identification of the characteristics of slum areas was conducted in advance through descriptive statistical analysis. The next is analyzing the factors that cause the formation of the slum environment through content analysis. And the last is formulating the referral of quality improvement of slum areas using content analysis tool.
The referral of quality improvement consists of policies establishment; administrative proceedings and controlling of migrants; construction of flats, landed house and mess; provision of landfills (TPS), waste facility, and application of waste bank concept; improvement and development of community sanitation; optimization of waterways function; procurement and operation of modern abattoir (RPH) and wastewater treatment plant (IPAL); Tridaya concept development; diversification and intensification of community work; dissemination of policy to the public and policy implementation firmness; reinforcement of economic capacity of the community; provision of activities with stimulant fund system; and provision of informal education.
