Abstract

Sebagai pusat pemerintahan dan bisnis, Jakarta merupakan provinsi terpadat di Indonesia dengan berbagai macam persoalan, terutama persoalan kependudukan, reklamasi, dan turunnya permukaan tanah. Semua persoalan ini tentu merugikan masyarakat DKI Jakarta, khususnya masyakarat berpenghasilan rendah (MBR) yang tinggal di pesisir Jakarta, terutama nelayan DKI Jakarta. Akibat adanya reklamasi, nelayan menghadapi permasalahan-permasalan seperti harus memutar untuk menangkap ikan hingga digusur dan direlokasi, meski masih belum dipastikan lokasi relokasi karena terbatasnya lahan Jakarta. Relokasi ke rusun dianggap menjauhkan nelayan dari laut, sehingga dibutuhkan alternatif hunian yang tidak menjauhkan nelayan dari laut namun tetap layak, yakni Hunian Nelayan Terapung (Hunapung). Dari dua pilihan konsep desain, dipilih konsep tongkang-rusun. Desain dwelling barge menggunakan referensi tongkang dan rusunawa. Dengan menggunakan metode desain kapal, didapatkan ukuran utama Hunapung dengan LoA: 65,8 m; B: 35,2 m; H: 5,85 m; dan T: 3 m; situs yakni pada perairan 200 m timur Muara Baru, Teluk Jakarta, dengan kedalaman 5,3 m; dan payload berupa jumlah unit sebanyak 96 unit untuk 96 KK (384 penghuni) pada satu Hunapung. Analisis teknis yang dilakukan meliputi perhitungan berat, perhitungan stabilitas, perhitungan trim, dan perhitungan freeboard dan dilanjutkan dengan mendesain rencana garis, rencana umum, safety plan serta desain model tiga dimensinya dan analisis ekonomis. Untuk air bersih, Hunapung menggunakan alat desalinasi, sedangkan untuk listrik, Hunapung memanfaatkan SUTM dari darat. Hunapung menggunakan garbage bin yang menampung sampah dari difuse chute dan dibuang ke darat setiap tiga hari, sedangkan untuk sewage management menggunakan sistem advanced wastewater treatment. Konfigurasi mooring system yang digunakan adalah spud mooring dengan menggunakan 4 spud poles pada sisi-sisi luar tongkang. Biaya total pembangunan dua Hunapung beserta jembatan apung sebesar Rp 103.117.741.729,38.

> As the center of government and economic activities, Jakarta is the most densely populated province in Indonesia and faces numerous urban challenges, including rapid population growth, coastal reclamation, and land subsidence. These issues have significantly affected coastal communities, particularly fishermen, who have experienced longer travel distances to fishing grounds and displacement due to reclamation projects. Conventional relocation to apartment buildings is considered less suitable because it increases the distance between fishermen and their workplaces at sea. Therefore, this study proposes a Floating Fishermen Housing (*Hunian Nelayan Terapung* or *Hunapung*) concept as an alternative housing solution that maintains proximity to fishing areas while providing adequate living conditions. After evaluating two design alternatives, the barge-flat concept was selected. The floating housing was designed using ship design principles, resulting in principal dimensions of 65.8 m in length overall (LoA), 35.2 m in breadth (B), 5.85 m in depth (H), and 3.0 m in draft (T). The proposed site is located approximately 200 m offshore from the eastern coast of Muara Baru, Jakarta Bay. The facility accommodates 96 housing units for 96 families (384 residents), with each unit covering an area of 24 m² and a total residential floor area of 1,220.16 m². The design evaluation included calculations of weight, stability, trim, and freeboard, followed by the development of the lines plan, general arrangement, safety plan, three-dimensional (3D) model, and economic feasibility analysis. Freshwater demand is supplied through a desalination system, while electricity is provided from the onshore power grid via utility poles. Solid waste is collected through refuse chutes into centralized garbage bins and transported to land every three days, whereas wastewater is treated using an advanced wastewater treatment system. The floating structure is secured using a spud mooring system consisting of four spud poles installed around the barge. The estimated total construction cost for two *Hunapung* units, including the connecting floating bridge, is IDR 103,117,741,729.38.
