Abstract
Kota Palu mengalami bencana alam gempa bumi yang disertai tsunami dan likuifaksi yang sangat destruktif pada September 2018. Dampak kerusakan yang timbul bersifat masif sehingga mengganggu perekonomian Kota Palu. Bencana alam ini terjadi berselang tidak lama setelah gempa bumi di Lombok, Nusa Tenggara Barat. Hal ini menyebabkan penanganannya mengalami keterbatasan sumber daya, sehingga memerlukan perencanaan penanganan rehabilitasi dan rekonstruksi yang tepat sasaran dan efisien. Menanggapi hal tersebut, model pemetaan prioritas rehabilitasi dan rekonstruksi infrastruktur pasca bencana Kota Palu pada penelitian ini sangat diperlukan oleh pembuat kebijakan dalam pengambilan keputusan penanganan bencana di Kota Palu. Sebelum membuat model pemetaan, langkah pertama yaitu mengidentifikasi dan menganalisis jenis infrastruktur yang mempengaruhi prioritas rehabilitasi dan rekonstruksi pasca bencana. Didapatkan 10 jenis infrastruktur yang kemudian dianalisis menggunakan metode Analytical Hierarchy Process (AHP) untuk mendapatkan perhitungan pembobotan berdasarkan prioritas dari 10 infrastruktur tersebut. Data tersebut kemudian digunakan dalam pembuatan model pemetaan dengan memanfaatkan algoritma density pada sistem informasi geografis (SIG) untuk menghasilkan model pemetaan prioritas rehabilitasi dan rekonstruksi infrastruktur pasca bencana di Kota Palu.
Dari analisis perhitungan pembobotan 10 jenis infrastruktur menggunakan metode AHP dihasilkan bobot infrastruktur prioritas, yaitu infrastruktur prasarana jaringan air bersih (22%), infrastruktur prasarana jalan dan jembatan (20%), infrastruktur prasarana sanitasi dan limbah (14%), infrastruktur sarana kesehatan (13%), infrastruktur prasarana perumahan dan permukiman (12%), infrastruktur sarana pendidikan (6%), infrastruktur prasarana jaringan irigasi (5%), infrastruktur sarana perekonomian (4%), infrastruktur sarana peribadatan (3%), dan infrastruktur sarana perkantoran publik (2%). Dan dari rancangan model pemetaan prioritas rehabilitasi dan rekonstruksi infrastruktur pasca bencana di Kota Palu yang dianalisis menggunakan algoritma density pada aplikasi sistem informasi geografis dalam penelitian ini, dapat menentukan wilayah prioritas penanganan rehabilitasi dan rekonstruksi infrastruktur pasca bencana di Kota Palu, yaitu Kecamatan Palu Timur dan Kecamatan Palu Barat.

On September 2018, a devastating earthquake natural disaster struck Palu City – Central Sulawesi – which triggers a very destructive tsunami and liquefaction in September 2018. The damage impact was massive so that it disrupted the economy of the City of Palu. This disaster occurred shortly after the earthquake in Lombok, West Nusa Tenggara. This caused limited resources in handling of disaster reconstruction and rehabilitation, so that it requires appropriate and efficient handling planning. Responding to this, this study develops the priority mapping model for post-disaster rehabilitation and reconstruction of infrastructure in the city of Palu which can be taken into consideration by policy makers in making disaster management decisions. Before making the mapping model, the first step is to determine the type of infrastructure that affects the priorities of post-disaster rehabilitation and reconstruction. 10 infrastructures were obtained which were then analyzed using the Analytical Hierarchy Process (AHP) method to obtain weighting data in term of prioritized infrastructures. The data is then used in the making mapping models by utilizing geographic information systems (GIS) based on density algorithms to produce priority mapping models of post-disaster infrastructure rehabilitation and reconstruction in Palu City. The analysis using the AHP method provides priority infrastructure weights, including clean water network infrastructure (22%), road and bridge infrastructure (20%), sanitation and waste infrastructure (14%), health facilities (13%), housing infrastructure and settlements ( 12%), educational facilities (6%), irrigation network infrastructure (5%), economic facilities (4%), worship facilities (3%) and public office facilities (2%). Moreover based on the results of the analysis of the mapping model, it shows that the Districts of East Palu and West Palu are the areas which have the highest damage density. Therefore, this area become the top priority for the implementation of post-disaster rehabilitation and reconstruction of infrastructure in Palu City.
