Abstract

Indonesia mempunyai luas 3,25 juta km2 lautan, dan 2,55 juta km2 Zona Ekonomi Eksklusif (ZEE). Indonesia memperoleh hak kewenangan memanfaatkan ruang laut yang menyangkut eksplorasi, eksploitasi dan pengelolaan sumberdaya hayati dan non hayati, penelitian, dan yuridiksi mendirikan instalasi ataupun pulau buatan. Jika Indonesia tidak memaksimalkan kebijakan dalam mengatur ruang laut akan terjadi konflik dan merugikan negara serta masyarakat. Konflik yang terjadi di laut dikarenakan belum adanya kepastian batas-batas kegiatan (spatial boundary system) di wilayah perairan laut sehingga menimbulkan tumpang tindih antar jenis kegiatan pengusahaan dan pemanfaatan ruang laut. Untuk mereduksi konflik di ruang laut pemerintah menyusun Undang – Undang No 1 Tahun 2014 Tentang Pengelolaan Wilayah Pesisir Dan Pulau-Pulau Kecil dan Undang – Undang 32 Tahun 2014 Tentang Kelautan. Luaran dari UU No. 1 Tahun 2014 salah satunya adalah Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil (RZWP3-K). Penelitian ini akan membuat peta kondisi eksisting pemanfaatan ruang laut, melakukan inventarisasi dan analisis izin lokasi dan pengelolaan ruang laut, di Kab. Situbondo menggunakan RZWP3-K yang disahkan di Perda Provinsi Jawa Timur No 1 Tahun 2018 Tentang Rencana Zonasi Wilayah Pesisir dan Pulau-Pulau Kecil. Hasilnya menunjukan bahwa pemanfaatan ruang laut yang terdapat di Kab.Situbondo berupa keramba jaring apung (KJA), wisata pariwisata pantai, wisata bawah laut, dan pipa gas bawah laut. Dari 79 hanya ada 1 (satu) pemanfaatan ruang laut yang memiliki izin yaitu pipa gas bawah laut, dan hanya 19% pemanfaatan ruang laut yang sesuai dengan RZWP3-K Provinsi Jawa Timur.

Indonesia has 3.25 million km2 area of ocean, and 2.55 million km2 area of the Exclusive Economic Zone (EEZ). Indonesia has the authority to use sea space which involves exploration, exploitation and management of biological and non-biological resources, research, and jurisdiction to establish artificial installations or islands. If Indonesia does not maximize regulation and policy of sea space, conflicts will occur and harm society. Conflicts that occur at sea are due to the lack of certainty of activity boundaries (spatial boundary system) in the territorial waters of the sea and inflict overlap between types of concession activities and utilization of sea space. To reduce conflict in the sea space the government make the Law No. 1 of 2014 about Management of Coastal Areas and Small Islands and Law 32 of 2014 about Marine. Output from Law No. 1 of 2014, one of which is Coastal Areas and Small Islands Zoning Plan. This research will make map of existing conditions of the use of sea space, inventory and analysis of location permits and management of sea space, in Kab. Situbondo uses the Coastal Areas and Small Islands Zoning Plan which was ratified in the East Java Provincial Regulation No. 1 of 2018 about Coastal Areas and Small Islands Zoning Plan. The result of this research is there are the utilization of sea space found in Situbondo are Keramba Jaring Apung (KJA), coastal tourism tours, underwater tours, and underwater gas pipes. From 79 units there is only 1 (one) utilization of sea space that has permits, that is underwater gas pipelines, and only 19% use of sea space that match with the East Java Coastal Areas and Small Islands Zoning Plan.
