Abstract
Pada dasarnya suatu bandara memiliki suatu wilayah cakupan dimana bandara tersebut melayani penumpangnya, dengan adanya bandara yang berdekatan akan menyebabkan adanya wilayah cakupan pelayanan yang saling tumpang tindih. Dinamika yang terjadi pada bandara-bandara di suatu wilayah mungkin menghasilkan kemunculan multiple airport regions (MARs). Maka diperlukan suatu evaluasi terhadap penempatan lokasi bandara dengan meninjau peran aksesibilitas darat dan udara pada multiple airport regions (MARs). Tahap pertama yang dilakukan yaitu perhitungan catchment area bandara dan transportasi darat pada wilayah yang ditinjau. Kemudian dilakukan analisa jaringan penerbangan pada bandara yang ditinjau dengan cara observasi dan peramalan. Aksesibilitas udara suatu bandara kemudian dihitung dengan melihat jaringan penerbangan bandara tersebut. Setelah didapat aksesibilitas darat dan udara bandara, kemudian dihitung aksesibilitas transportasi udara suatu bandara sebagai nilai kriteria yang digunakan untuk evaluasi. Hasil dari perhitungan catchment area menunjukkan adanya kompetisi antara Bandara Internasional Banyuwangi dengan Bandara Notohadinegoro untuk tujuan Surabaya. Pada Kabupaten Banyuwangi, Bandara Internasional Banyuwangi memiliki market share sebesar 84,99% yang sisanya merupakan market share Bandara Notohadinegoro. Aksesibilitas udara bandara eksisting terbaik dimiliki oleh Bandara Abdulrachman Saleh dengan nilai 169,91. Bandara rencana memiliki nilai aksesibilitas udara lebih rendah yaitu sebesar 101,94. Hasil perbandingan dari nilai aksesibilitas transportasi udara regional antara bandara eksisting dengan penambahan bandara rencana menunjukkan peningkatan dari 27.782,42 menjadi 33.276,51. Artinya pembangunan bandara rencana berpotensi meningkatkan aksesibilitas secara regional yang ditinjau berdasarkan aksesibilitas darat dan udara pada wilayah Provinsi Jawa Timur.

Basically an airport has a catchment area where the airport serves its passenger, with the presence of close neighboring airport will cause its catchment area to overlap. The dynamics that occur at airports in a region may result in the emergence of multiple airports regions (MARs). It is necessary to evaluate the determination of an airport by reviewing the role of land and air accessibility in multiple airports regions (MARs). The first step is to calculate the catchment area of the airport and land transportation on the area under review. Then an analysis of the airport flight network conducted at the airport under review by observing and forecasting. Air accessibility of an airport is then calculated by looking at the airport flight network. After the airport land and air accessibility is obtained, the airport air transportation accessibility is then calculated as the criteria value used for evaluation. The calculation of the airport catchment area indicate that there is competition between Banyuwangi International Airport and Notohadinegoro Airport in case of flight route to Surabaya. In Banyuwangi Regency, Banyuwangi International Airport has a market share of 84,99% and the rest is the market share of Notohadinegoro Airport. Abdulrachman Saleh airport has the best air accessibility for existing airport with the value of 169,91. The planned airport has a lower value of air accessibility, which is 101,94. The comparison of the value of regional air transportation accessibility between existing airports and the addition of planned airports show an increase from 27.782,42 to 33.276,51. This means that the planned airport development has the potential to improve accessibility regionally, which is reviewed based on land and air accessibility in the East Java Province.
