Abstract

Surabaya merupakan kota terbesar dan terpadat kedua setelah Jakarta. Selain itu kota Surabaya juga merupakan kota industri, pendidikan dan perdagangan. Kondisi yang terjadi di kota Surabaya akibat meningkatnya taraf hidup masyarakat dan industri salah satu tuntutan akan kualitas prasarana yang lebih baik juga meningkat. Namun sampai saat ini, belum tersedia layanan angkutan umum perkotaan, sehingga masyarakat lebih memilih untuk menggunakan kendaraan pribadi dibandingkan dengan angkutan umum. Dampaknya menimbulkan permasalahan kemacetan lalu lintas. Apabila dibangun jalur LRT at-grade dengan menerapkan sistem transportasi yang lebih efektif salah satu solusi penanganan kemacetan lalu lintas untuk kondisi di jalan Prof.Dr.Moestopo dengan menggunakan sarana angkutan umum massal.
Penentuan kondisi kinerja lalu lintas jalan Prof.Dr.Moestopo Surabaya sebelum dan setelah adanya LRT at-grade yang dianalisis dari perhitungan volume lalu lintas menggunakan data lalu lintas harian rata-rata jika setelah adanya LRT at-grade dilakukan analisis
jumlah masyarakat pengguna kendaraan pribadi yang melewati
Jalan Prof.Dr.Moestopo Surabaya berpindah ke LRT at-grade berdasarkan hasil survei wawancara kepada pengguna jalan di Prof.Dr.Moestopo Surabaya. Pada perhitungan kapasitas sebelum adanya LRT at-grade yang digunakan adalah kapasitas jalan, sedangkan pada perhitungan kapasitas setelah adanya LRT at-grade adalah kapasitas halte dan kapasitas jalan. Setelah itu, analisis penentuan kondisi kinerja lalu lintas setelah adanya LRT at-grade dan diaplikasikan Transport Demand Management (TDM) metode penetapan tarif parkir dari perhitungan volume lalu lintas menggunakan data prosentase berpindah akibat TDM metode penetapan tarif parkir dan perhitungan kapasitas dibagi menjadi dua yaitu kapasitas halte dan kapasitas jalan.
Dari hasil perhitungan kondisi kinerja jalan sebelum dibangun LRT at-grade dibagi menjadi 3 segmen yaitu segmen 1 arah timur sebesar 1.27, arah barat 0.70, segmen 2 sebesar 0.96 dan segmen 3 timur sebesar 0.89, arah barat 0.75, maka Dj lebih mencapai 0,85 maka segmen jalan tersebut sudah harus dipertimbangkan untuk tingkat kapasitasnya. Survei yang dilakukan serta perhitungan demand yang berpotensi untuk menggunakan moda LRT at-grade pengguna motor sebesar 41% dan mobil sebesar 57%. Perhitungan hasil kondisi kinerja jalan setelah dibangun LRT at-grade adalah segmen 1 arah timur sebesar 0.81, arah barat 0.42, segmen 2 arah timur sebesar 0.67, arah barat 0.83 dan segmen 3 arah timur sebesar 0.63, arah barat 0.58. Setelah diperoleh demand perpindahan maka diperhitungkan volume akibat perpindahan ke LRT at-grade serta perhitungan volume akibat perpindahan ke LRT at-grade diaplikasikan TDM metode penetapan tarif parkir pengguna motor tarif parkir Rp5000,- sebesar 50.44% dan mobil tarif parkir Rp10.000,- sebesar 80.22%. Sehingga diperoleh kinerja ruas jalan setelah sebagian ruang jalan dipakai untuk jalur LRT at-grade dan diaplikasian Transport Demand Management metode penetapan tarif parkir segmen 1 arah timur sebesar 0.52, arah barat 0.25 segmen 2 arah timur sebesar 0.40, arah barat 0.25 dan segmen 3 arah timur sebesar 0.39, arah barat 0.37.

But until now, there are not yet available urban public transport services, so that people prefer to use private vehicles compared to public transport. The impact raises the traffic congestion problem. When built at-grade LRT line by implementing a more effective transportation system one of the solutions handling traffic congestion for the condition on the road Prof. Dr. Moestopo by using mass public transport means.

Jalan Prof. Dr. Moestopo Surabaya moved to the at-grade LRT based on the results of an interview survey to the road users at Prof. Dr. Moestopo Surabaya. In the calculation of capacity before the at-grade LRT used is road capacity, while in the calculation of capacity after the at-grade LRT is the capacity of stops and road capacity. After that, analysis of determining the traffic performance condition after the at-grade LRT and applied Transport Demand Management (TDM) method of parking tariff determination of the calculation of traffic volume using data transferred percentage of by TDM Method of parking tariff determination and calculation of capacity divided into two namely the capacity of stops and road capacity.
From the calculation of road performance condition before built at-grade LRT is divided into 3 segments that are segment 1 east of 1.27, direction West 0.70, segment 2 of 0.96 and 3 segment east by 0.89, direction West 0.75, then Dj more reached 0.85 then segment The road has to be considered for its capacity level. Surveys were conducted as well as demand calculations that could potentially use the AT-grade LRT mode for motor users by 41% and cars by 57%. Calculation of the results of road performance condition after built at-grade LRT is the segment 1 to east of 0.81, direction West 0.42, segment 2 eastwards of 0.67, direction West 0.83 and 3-way East segment of 0.63, direction West 0.58. After acquired demand transfer then calculated volume due to the movement to the at-grade LRT as well as calculation of the volume due to the displacement to the at-grade LRT applied TDM's method of parking tariff determination motor User Park rates Rp5000,-amounting to 50.44 % and car parking rates Rp 10.000,-amounting to 80.22%. Thus, the road performance is obtained after part of the road space used for the AT-grade LRT line and the enclosed Transport Demand Management method of the segment 1-way East parking rate of 0.52, the west direction of 0.25 segment 2-East for 0.40, West 0.25 and a 3-way East segment of 0.39, west of 0.37.
