Abstract

Banyak faktor yang bisa memengaruhi kinerja sebuah organisasi. Salah satu faktornya adalah pemanfaatan dari sistem informasi dan teknologi informasi. Teknologi Informasi saat ini telah menjadi bagian penting untuk mendukung keberhasilan bisnis dalam organisasi, baik dalam perusahaan maupun instansi pemerintahan. Dinas Komunikasi dan Informatika merupakan instansi pemerintahan dalam bidang Komunikasi dan Informatika, urusan pemerintahan bidang Statistik dan urusan pemerintahan bidang Persandian. yang saat ini tengah menerapkan dan menjadi motor dalam pelaksanaan teknologi informasi di seluruh Kabupaten Gresik. Hal ini terdokumentasikan dalam perencanaan strategis lima tahun yang dimiliki oleh Kabupaten Gresik. Dengan alasan tersebut muncullah kebutuhan-kebutuhan akan sistem informasi untuk mempermudah pengelolaan data dan informasi. Tahun 2018 telah muncul Peraturan Presiden terkait2 Sistem Pemerintahan Berbasis Elektronik (SPBE). Maka dibuatlah perencanaan strategis teknologi informasi sesuai pedoman yang baru. Perencanaan strategis teknologi informasi ini dikembangkan berdasarkan pada Panduan Umum Perpres No. 95 Tahun 2018 dan menggunakan kerangka kerja atau best practices penyusunan rencana induk pengembangan teknologi informasi berdasarkan panduan umum tata kelola TIK Nasional. Hasil dari penelitian ini adalah rekomendasi arsitektur proses bisnis, arsitektur data dan informasi, dan arsitektur aplikasi untuk Dinas Komunikasi dan Informatika Kabupaten Gresik. Kesimpulan dan rekomendasi sistem informasi dapat digunakan oleh Dinas Komunikasi dan Informatika Kabupaten Gresik untuk mengembangkan kebutuhan teknologi informasi, yaitu dalam hal proses bisnis, data dan informasi, maupun aplikasi.

Information technology is now an important part of supporting business success in organizations, both in companies and government agencies. Dinas Komunikasi dan Informatika is a government agency in the field of Communication and Information, government affairs in the field of Statistics and government affairs in the field of coding. which is currently implementing and becoming a motor in the implementation of information technology throughout Gresik Regency. This is documented in the five-year strategic plan of Gresik Regency. For this reason, the need for information systems emerged to facilitate data and information management. In 2018 a Presidential Regulation has emerged regarding the Electronic-Based Government System (SPBE). Starting from the National level Government, Central Agencies, and Regional Governments are required to complete the Plan map before 2020 because the period for the implementation of SPBE is within the period 2020 to 2024. Information technology strategic planning is made according to new guidelines. This strategic information technology plan was developed based on Panduan Umum Perpres No. 95 Tahun 2018 and use the framework or best practices for the formulation of a master plan for the development of information technology based on panduan umum tata kelola TIK Nasional. The results of this study are document recommendations for business process architecture, data and information architecture, and application architecture.
