Abstract
Peningkatan infrastruktur jalan di Kota Surabaya perlu dilakukan karena meningkatnya jumlah penduduk dan tingkat ekonomi kota saat ini. Salah satu kepadatan yang paling sering terjadi yaitu di Bundaran Badan Urusan Logistik (BULOG) Jalan Ahmad Yani Kota Surabaya. Ada beberapa solusi yang ditawarkan untuk mengatasi kepadatan di Bundaran BULOG, yaitu mengubah simpang bundaran menjadi simpang dengan alat pemberi isyarat lalu lintas (APILL) 3-lengan sederhana atau membangun simpang tak sebidang yaitu pembangunan underpass. Oleh karena itu, penulis bermaksud menulis Tugas Akhir mengenai Perencanaan Simpang BULOG Jalan Ahmad Yani Kota Surabaya Ditinjau Dari Kelayakan Ekonomi Jalan Raya. Dalam tugas akhir ini akan dianalisis volume lalu lintas ketika kondisi jalan eksisting dan ketika kondisi seperti perencanaan diatas. Volume lalu lintas dianalisis dengan cara melakukan forecasting untuk memperkirakan jumlah kendaraan pada tahun mendatang. Analisis trip assignment juga dilakukan ketika analisis pembangunan underpass untuk mengetahui berapa persentase jumlah kendaraan yang melewati jalan eksisting serta underpass. Analisis kelayakan ditinjau dari segi lalu lintas dan ekonomi. Kelayakan lalu lintas dilakukan dengan membandingkan Derajat Kejenuhan (Dj) eksisting dan rencana dengan mengacu pada Pedoman Kapasitas Jalan Indonesia (PKJI) 2014. Kelayakan ekonomi menganalisis Biaya Operasional Kendaraan (BOK) menggunakan metode Jasa Marga dan nilai waktu untuk mendapatkan penghematan yang terjadi, lalu kelayakan dihitung dengan analisis Net Present Value (NPV) dan Benefit Cost Ratio (BCR). Berdasarkan hasil analisis kinerja lalu lintas, didapatkan derajat kejenuhan pada Simpang I Eksisting dari Utara (volume paling tinggi) tahun 2020 adalah 1,44. Derajat kejenuhan pada perencanaan simpang 3 sederhana dan juga ketika dioperasikan underpass adalah masing-masing 0,918 dan 0,48. Berdasarkan hasil analisis kelayakan ekonomi, didapatkan BCR sebesar 47,8046 dan NPV sebesar Rp5.592.808.563.902 ketika simpang dimodifikasi menjadi 3 lengan, dan didapatkan BCR sebesar 28,3965 dan NPV sebesar Rp11.750.676.223.233 ketika direncanakan underpass. Maka dari hasil tersebut, semua perencanaan simpang yang dibahas dapat dikatakan layak.

Improvement of road infastructure in the city of Surabaya needs to be done because of the increasing population and the current economic level of the city. One of the most frequent traffic loads is at the BULOG Roundabout, Jalan Ahmad Yani, Surabaya. There are a number of solutions offered to overcome the traffic loads at the BULOG Roundabout, which is to change the roundabout intersection with a simple 3-arm traffic lightsintersection or to construct undirect intersections. Therefore, the author intends to write the Final Project concerning Planning of the BULOG Intersection of Jalan Ahmad Yani City of Surabaya in terms of the Highway Economic Feasibility Aspect.
In this final project, the traffic volume will be analyzed when the road stills in existing conditions and when conditions such as the plan above. Traffic volume is analyzed by doing forecasting to estimate the number of vehicles in the coming year. Trip assignment analysis was also carried out when analyzing underpass construction to find out what percentage of vehicles passed the existing road and underpass. Feasibility analysis in terms of traffic and economic aspects. The feasibility of traffic is done by comparing the degrees of existing Saturation (Dj) and plans with reference to the 2014 Indonesian Road Capacity Guidance (PKJI). Economic feasibility analyzes Vehicle Operating Costs (BOK) using the Jasa Marga method and the time value to get the savings that occur, then the feasibility is calculated by analysis of the Net Present Value (NPV) and Benefit Cost Ratio (BCR). Based on the results of the analysis of traffic performance, it was found that degree of saturation at 1st Existing Junction from North (highest volume) in 2020 was 1.44. The degree of saturation when the modified intersection becomes a simple 3-arm intersection and also when the underpass is operated is 0.918 and 0.48. Based on the results of the economic feasibility analysis, the BCR of 47.8046 and NPV is Rp.5,592,808,563,902 when the intersection is modified into 3 arms, and BCR of 28,3965 and NPV of Rp. 11,750,676,223,233 when planned for underpass. So from these results, all intersection planning discussed can be said to be feasible.
