Abstract

Kota Surabaya memiliki potensi gempa bumi darat dengan skala 6,5 SR yang akibat aktifitas Sesar Kendeng. Potensi gempa bumi berdampak terhadap kesehatan dan keseimbangan ekonomi jika tidak adanya kesiapan infrastruktur kedaruratan. Hal ini dibuktikan pada gempa Haiti yang menewaskan 150.000 jiwa pada awal kejadian, namun setelah terjadi gempa terdapat kerusakan pada listrik dan jaringan pipa yang menyebabkan cakupan air, sanitasi dan sistem pengolahan limbah tidak berfungsi, sehingga timbulnya wabah kolera yang menyebabkan jumlah korban tewas mencapai 200.000 jiwa. Berdasarkan permasalahan tersebut, maka penelitian ini bertujuan untuk menyusun penentuan kebutuhan infrastruktur kedaruratan dalam mengurangi dampak potensi bencana gempa bumi di Kota Surabaya. Penelitian ini menggunakan metode content analysis. Tahap awal dilakukan identifikasi kebutuhan infrastruktur kedaruratan di kota-kota yang mengalami dampak bencana gempa bumi melalui indepth interview kepada stakeholder yang pernah terlibat pada fase tanggap darurat bencana. Berdasarkan hasil dari sasaran 1, kemudian dilakukan analisa kesiapan kondisi eksisting dan penentuan kebutuhan infrastruktur kedaruratan di Kota Surabaya.
Hasil penelitian menunjukkan alternatif infastruktur kedaruratan yang diperlukan pada fase tanggap darurat terdiri dari 10 infrastruktur. Infrastruktur telekomunikasi mempunyai tingkat kesiapan 100%, infrastruktur pusat penampungan atau evakuasi, pusat operasi darurat, fasilitas kesehatan, jaringan listrik dan sarana pemulihan ekonomi mempunyai tingkat kesiapan 0-34%, sedangkan infrastruktur lainnya, tingkat kesiapannya masih berada diantara 55-68%. Untuk menyiapkan kebutuhan infrastruktur kedaruratan, terutama yang mempunyai tingkat kesiapan 0-34%, memerlukan pemenuhan dimasa depan sesuai dengan standar pelayanan yang telah ditentukan, diantara adalah ; 1) penyediaan 4 jenis tenda, mobil dapur lapangan beserta minyak tanah, velbed/ matras dan huntara untuk pusat penampungan atau evakuasi; 2) penyediaan posko tanggap darurat, pos komando lapangan, gudang logistik dan gudang peralatan untuk pusat operasi darurat; 3) penyediaan rumah sakit lapangan, mobil pelayanan kesehatan, mobil klinik, home care, personil medis, obat-obatan, peralatan medis, ambulans transportasi dan ambulans emergency untuk fasilitas kesehatan; 4) penyediaan 3 jenis genset, emergency lighting, sollar cell portabel, diesel aki mobil dan bahan bakar minyak untuk infrastruktur kelistrikan; 5) Pemenuhan pasar darurat sesuai skala dampak bencana untuk sarana pemulihan ekonomi.

It has been identified that the Municipality of Surabaya is at risk of earthquake, potentially 6.5 SR, due to the activity of Kendeng Fault. Without any emergency infrastructure provision, the potential earth quake can affect the human health and economical balance. Based on the case of the earthquake in Haiti that caused 150,000 death tolls at the early period of the disaster, but then followed by damage of electricity and plumbing network that caused multiple problems, including water supply coverage, sanitation, and malfunction of waste management system, which later foster cholera epidemic. The cholera epidemic resulted in the death of 200,000 of the affected population. Learning from the previous case, the purpose of this research is to set up the demand determination of emergency infrastructure in minimizing the impact of potential earthquake in Surabaya Municipality. In the research, the content analysis method is used. The early stage is conducted to identify the demand of emergency infrastructure in cities that have encountered the impact of earthquake previously by doing in-depth interviews with stakeholders who were involved in the disaster emergency response phase. Based on the first objective, the analysis of readiness of the existing condition and demand determination of infrastructure demand in Surabaya Municipality. The result shows that the alternative of emergency infrastructure that is required in the disaster emergency response is consisted of 10 items. The readiness level of each type of infrastructure is as follow: 100% for communication infrastructure; 0-34% for infrastructures of evacuation center, emergency operation center, health facility, electricity network, economic recovery facility; and for other infrastructures, the readiness level is ranging from 55-68%. To provide emergency infrastructure, particularly the ones that are at the readiness level of 0-34%, in the future they require provision that meets the service standard that has been determined, e.g.: (1) provision of 4 types of tent, mobile kitchen and kerosene, mattress and temporary shelter for evacuation center; (2) provision of emergency response post, field commando post, logistic warehouse, and utensils warehouse for emergency operation center; (3) provision of field hospital, health service car, clinic car, home care, medical personnel, medicines, medical equipment, transporting ambulance and emergency ambulance for health facilities; (4) provision of 3 types of electric generator, emergency lighting, portable solar cell, car battery diesel and fuel for electricity infrastructure; (5) provision of emergency market depending on the scale of the disaster impact for economic recovery.
