Abstract
Minimarket termasuk dalam sektor perdagangan besar dan eceran yang menyumbang 28% PDRB Kota Surabaya (BPS Kota Surabaya tahun 2018). Jumlah minimarket di Kota Surabaya mencapai 561, namun hanya terdapat 4 minimarket di Kecamatan Pakal. Kecamatan Pakal membutuhkan minimarket tambahan untuk memenuhi kebutuhan penduduk sebanyak 55.677 jiwa (SNI 03-1733-2004). Minimarket harus berada di lokasi yang sesuai dengan peruntukan rencana tata ruang dan mempertimbangkan aspek lain yang berpengaruh terhadap minimarket sehingga tidak menimbulkan konflik ruang dan konflik sosial. Melalui content analysis didapatkan beberapa faktor yang berpengaruh terhadap penentuan lokasi minimarket yang kemudian di bobotkan dengan analisis AHP. Bobot tiap variabel tersebut di overlay menggunakan software Arcgis 10.1 dengan tools weighted overlay. Hasil weighted overlay berupa peta yang menunjukkan lokasi yang berpotensi untuk didirikan minimarket dengan skor kesesuaian “tidak sesuai”, “cukup sesuai”, dan “sesuai”. Variabel yang menjadi syarat mutlak dalam perizinan di overlay untuk menghasilkan lokasi yang diizinkan oleh pemerintah. Kedua peta tersebut di overlay untuk menghasilkan lokasi yang berpotensi didirikan minimarket dan diizinkan oleh pemerintah. Terdapat 11 dari 16 faktor yang berpengaruh terhadap penentuan lokasi minimarket antara lain jaringan listrik, jaringan air bersih, jaringan telepon, kesesuaian dengan tata ruang, lebar jalan, fungsi jalan, jarak dengan pasar tradisional, jarak dengan fasilitas pendidikan, jarak dengan fasilitas kesehatan, jarak dengan perkantoran, dan jumlah KK jangkauan pelayanan. Variabel lebar jalan mempunyai bobot tertinggi terhadap penentuan lokasi minimarket dengan nilai 0,187. Lokasi seluas 31 Ha di Kecamatan Pakal sesuai untuk didirikan 7 minimarket dengan cakupan layanan 450 KK tiap minimarket. Lokasi tersebut berada di sepanjang jalan arteri, antara lain Jalan Raya Babat Jerawat, Jalan Pakal, Jalan Raya Raci, Jalan Jawar Surabaya dan Jalan Kauman Baru.

According to the National Statistic Agency of Surabaya (2018), the convenience store, which is categorized into the wholesale and retail sector, contributes approximately 28% of Surabaya Municipality’s regional gross domestic product (RGDP). The existing number of convenience stores in Surabaya is 561 units, while in Pakal District there are only 4 units. Regarding the Indonesia’s National Standard, in an area with 55,677 citizen, there should be additional convenience store in Pakal District. A convenience store should be located in a certain area that meets the spatial planning suitability and other aspects as well that influence to the existence of the convenience store, so that it will not trigger spatial or social conflict. By using the content analysis, the author obtained several factors that influence the determination of convenience store. Those factors are then weighted by using the analytical hierarchy process (AHP). The weight of each variable is then overlaid by using the weighted overly tool, which is available in ArcGIS 10.1. It result in a map that shows the potential locations where the new convenience stores can be built, with scores that range from “not suitable”, “moderately suitable”, and “suitable”. The variables that are considered as absolute requirements will be then overlaid to obtain certain locations that are permitted by the government. Altogether, the two map will be overlaid to define locations that are both potential and permitted by the government. There are 11 out of 16 factors that influence the determination of the convenience store’s location, e.g. electricity network, clean water network, cable phone network, suitability with spatial planning, width of the road, road function, distance to traditional market, distance to education facility, distance to health facility, distance to office complex, and number of household in service threshold. The width of the road is the variable with the highest weight, scoring 0.187. The area of Pakal District which covers 31 Ha is suitable for the development of 7 convenience store, in which the service threshold for each convenience store is 450 household units. The suitable locations are as located along the artery road, as follow: Jalan Raya Babat Jerawat, Jalan Pakal, Jalan Raya Raci, Jalan Jawar Surabaya, and Jalan Kauman Baru.
