Abstract
Kelurahan Bulak dinyatakan sebagai area beresiko sangat tinggi terhadap kesehatan lingkungan dan menjadi salah satu wilayah permukiman kumuh di Kota Surabaya. Kondisi partisipasi masyarakat Kelurahan Bulak dalam pemilahan dan membuang sampah ke tempat yang sudah disediakan masih kurang dan masih banyak masyarakat setempat yang mengandalkan laut sebagai tempat membuang sampah. Salah satu upaya Pemerintah dalam menangani permasalah tersebut yaitu dengan merencanakan TPS3R diperkampungan Kelurahan Bulak RW4 yang saat ini sebagai TPS Kyai Tambak Deres. Penelitian ini bertujuan untuk merumuskan strategi peningkatan partisipasi masyarakat terhadap Tempat Pengolahan Sampah 3R di Kelurahan Bulak. Langkah awal untuk mencapai tujuan adalah mengidentifikasi tingkat masyarakat dalam menyikapi elemen bentuk partisipasi di kondisi saat ini dan yang akan datang, dilanjutkan dengan melakukan analisis Importance Performance Analysis (IPA) untuk mengetahui prioritas dari masing-masing variabel berdasarkan diagram kartesius, lalu merumuskan strategi menggunakan analisis SWOT dengan melihat kondisi eksisting, target masyarakat, dan tingkat partisipasi berdasarkan klasifikasi Arnstein. Hasil penelitian ini menunjukkan bahwa tingkat partisipasi masyarkat Kelurahan Bulak berada di tingkat rendah. Kondisi tingkat partisipasi masyarakat di kondisi saat ini berdsasarkan Arnstein berada dalam kategori non-participation tepatnya therapy yang artinya masyarakat tidak memiliki peran aktif dalam diskusi maupun forum terbuka. Kondisi tingkat partisipasi masyarakat di masa yang akan datang berdsasarkan Arnstein berada di tingkat consultation. Pada tingkat partisipasi ini masyarakat berharap komunikasi sudah bersifat dua arah yang berupa penjaringan aspirasi, setidaknya masyarakat di dengar diberi kesempatan untuk mengutarakan sarannya. Hasil penelitian tang terakhir berupa strategi peningkatan partisipasi masyarakat yang dapat diaplikasikan di Kelurahan bulak dan dikelompokkan menjadi 4 kuadran prioritas strategi antara lain mengoptimalkan antusias ibu-ibu terhadap pengelolaan sampah rumah tangga berupa sosialisasi, diskusi dan pelatihan kreatifitas terkait pengelolaan sampah berbasis Reduce, reuse, recycle. Kedua, menetapkan biaya retribusi dari masyarakat untuk menunjang proses pengolahan. Ketiga, Penyediaan fasilitas atau tempat pemilah sampah di sekitar rumah. Keempat, meningkatkan peran aktif pemerintah dalam mengontrol berjalannya TPS 3R dapat berupa batasan/aturan dan juga apresiasi terhadap masyarakat.

Kelurahan Bulak stated as a high-risk area for environmental health and became one of the slum areas in the city of Surabaya. The condition of community participation in Kelurahan Bulak in sorting and disposing of garbage to the place provided is still lacking of process and there are still many local people who rely on the sea as a place to dispose of garbage. The Government's efforts in those problem with the problem is by planning the TPS3R to be occupied RW4 Kelurahan Bulak which is currently the TPS Kyai Tambak Deres. This study aims to formulate a strategy for improving community participation based on 3R (Reuse, Reduce, Recycle) Waste Management in Kelurahan Bulak.
The first step to achieving the goal is to identify the level of participation in addressing the elements of participation in current and future conditions, followed by an Importance Performance Analysis (IPA) to determine the priorities of each variable based on the cartesian diagram, then formulate a strategy using analysis SWOT by looking at existing conditions, target communities, and the level of participation based on Arnstein's classification. The results of this study indicate that the level of community participation in Kelurahan Bulak is at a low level. The condition of the level of community participation in current conditions based on Arnstein is in the category of non-participation or therapy, which means that the community does not have an active role in open discussions or forums (1). The condition of future levels of community participation based on Arnstein is at the consultation level. At this level of participation, the community hopes that communication will be of a two-way nature in the form of aspirations, at least the community will be allowed to express their suggestions (2). The last result in the study of strategy to improving community participation that can be applied in Kelurahan Bulak and grouped into 4 priority quadrants, which are : optimizing the enthusiasm of mothers towards household waste management in the form of socialization, discussion and creativity training related to waste management based on Reduce, reuse, recycle. Second, determine retribution fees from the community to support the processing process. Third, the provision of facilities or a place for sorting waste around the house. Fourth, increasing the active role of the government in controlling the running of TPS 3R can be in the form of restrictions/rules and also an appreciation of the community.
