Abstract

Kota Malang merupakan salah satu kota di Jawa Timur yang mengalami perkembangan kawasan permukiman secara pesat, terutama pada wilayah yang sebelumnya berfungsi sebagai daerah resapan dan penampungan air hujan. Dampak dari perkembangan tersebut adalah munculnya beberapa titik genangan baru di kawasan perkotaan, salah satunya di Kecamatan Lowokwaru, yang tercatat mengalami empat kejadian genangan selama tahun 2018. Sebagian besar permasalahan tersebut disebabkan oleh kondisi saluran drainase yang tidak terpelihara dengan baik sehingga dipenuhi oleh sampah dan sedimen. Penelitian ini mengevaluasi sistem drainase di Kecamatan Lowokwaru berdasarkan aspek teknis, ekonomi, dan kelembagaan. Evaluasi aspek teknis meliputi analisis hidrologi, hidrolika, serta penilaian kapasitas saluran drainase. Aspek ekonomi mencakup analisis biaya investasi, operasi, dan pemeliharaan serta studi kelayakan menggunakan indikator Benefit Cost Ratio (B/C Ratio), Net Present Value (NPV), dan Internal Rate of Return (IRR). Sementara itu, aspek kelembagaan dianalisis menggunakan metode SWOT untuk menentukan strategi penanganan permasalahan genangan. Hasil penelitian menunjukkan bahwa terdapat 23 saluran drainase yang kapasitasnya tidak memenuhi persyaratan teknis akibat penumpukan sedimen. Upaya penanganan yang direkomendasikan meliputi perhitungan ulang dimensi saluran yang ideal, pembersihan sampah, dan pengerukan sedimen guna meningkatkan kapasitas saluran serta mengurangi debit genangan. Hasil evaluasi aspek ekonomi menunjukkan bahwa program penanganan genangan layak untuk dilaksanakan, yang ditunjukkan oleh nilai B/C Ratio sebesar 1,83 (lebih besar dari 1) dan nilai NPV yang positif. Selain itu, hasil analisis SWOT menempatkan pengelolaan drainase Kota Malang pada Kuadran I dengan koordinat (0,24; 0,58), yang menunjukkan strategi pertumbuhan agresif melalui pemanfaatan seluruh kekuatan yang dimiliki untuk memaksimalkan peluang yang tersedia.

Malang City, located in East Java, has experienced rapid urban and residential development, much of which has occurred in areas that previously functioned as rainwater retention zones. As a consequence, several new inundation areas have emerged, particularly in Lowokwaru District, where four inundation incidents were recorded in 2018. Most of these incidents were caused by poorly maintained drainage channels clogged with sediment and solid waste. This study evaluates the drainage system in Lowokwaru District by analyzing its technical, economic, and institutional aspects. The technical evaluation includes hydrological and hydraulic analyses as well as an assessment of drainage channel capacity. The economic evaluation examines funding, operation, and maintenance costs and assesses project feasibility using the Benefit-Cost Ratio (B/C Ratio), Net Present Value (NPV), and Internal Rate of Return (IRR). The institutional evaluation applies SWOT analysis to determine appropriate strategies for mitigating inundation problems. The results indicate that 23 drainage channels have insufficient capacity due to sediment accumulation and therefore do not meet technical requirements. Recommended improvement measures include redesigning channel dimensions, removing solid waste, and dredging sediment to maximize channel capacity and reduce inundation discharge. The economic analysis demonstrates that the proposed drainage improvement program is financially feasible, with a B/C Ratio of 1.83 (greater than 1) and a positive NPV. Furthermore, the SWOT analysis places the drainage management agency of Malang City in Quadrant I, with coordinates of (0.24, 0.58), indicating an aggressive growth strategy that emphasizes leveraging existing strengths to maximize available opportunities.
