Abstract

Pengadaan perumahan formal harus berimbang dengan komposisi 1:2:3 antara rumah mewah, sedang dan sederhana dalam satu hamparan atau kota/kabupaten. Surabaya barat diarahkan sebagai permukiman baru menurut RTRW Kota Surabaya tahun 2018-2038 belum menunjukkan komposisi hunian berimbang sesuai peraturan yang telah ditetapkan pemerintah. Sementara itu, pengadaan hunian berimbang sangat dipengaruhi oleh harga lahan. Dalam hal ini, pengembang merupakan aktor yang paling berperan karena akan mempengaruhi kemampuan pengembang untuk membangun perumahan formal dengan hunian berimbang. Maka dari itu, penelitian ini bertujuan untuk merumuskan strategi pengembangan hunian berimbang berdasarkan preferensi pengembang terhadap model spasial prediksi harga lahan di Surabaya Barat. Tujuan tersebut dapat dicapai dengan tiga sasaran yang telah dirumuskan dalam penelitian. Sasaran pertama yaitu mengidentifikasi faktor-faktor yang mempengaruhi harga lahan di Surabaya Barat dengan menggunakan analisis regresi linier untuk melihat uji asumsi klasik sebagai syarat regresi. Sasaran kedua yaitu merumuskan model spasial prediksi perkembangan harga lahan di Surabaya Barat dengan menggunakan model matematis hasil regresi linier yang dispasialkan dengan tool raster calculator pada software ArcGIS untuk menghasilkan peta model spasial harga lahan eksisting maupun prediksi. Sedangkan pada sasaran ketiga yaitu merumuskan strategi pengembangan hunian berimbang di Surabaya Barat berdasarkan preferensi pengembang terhadap model spasial prediksi perkembangan harga lahan dengan menggunakan content analysis hasil wawancara mendalam (indepth interview) dengan pengembang. Hasil penelitian menunjukkan bahwa terdapat 11 faktor yang mempengaruhi harga lahan antara lain yaitu sarana pendidikan SD, SMP, sarana peribadatan, sarana kesehatan puskesmas dan rumah sakit, sarana olahraga, sarana tempat bermain anak, koridor jalan utama, terminal, kawasan industri, dan lahan milik pengembang. Hasil pemodelan harga lahan eksisting menunjukkan peningkatan harga lahan untuk prediksi harga lahan tahun 2038. Hal ini dikarenakan faktor-faktor yang mempengaruhi harga lahan di Surabaya Barat. Sedangkan strategi pengembangan hunian berimbang berdasarkan preferensi pengembang terhadap model spasial harga lahan yang cocok untuk kawasan Surabaya Barat adalah dibangunnya hunian vertikal yang di subsidi sehingga esensi dari peraturan hunian berimbang untuk memenuhi kebutuhan MBR terlaksana.ika sudah ada perbaikan tanah) atau fondasi tiang pancang (jika belum ada perbaikan tanah atau untuk bangunan tinggi); 3) penerapan bangunan tahan gempa (SNI 03-1726-2012).

The procurement of formal housing must balance with a composition of 1: 2: 3 between luxury, medium and simple houses in one stretch or city / district. West Surabaya is guided as a new settlement according to RTRW of Kota Surabaya on 2018-2038, it has not showed the composition of balanced occupancy according to the regulations set by the government. Meanwhile, the provision of balanced occupancy is strongly influenced by land prices. In this case, the developer is as an actor who plays the most roles because it would affect the ability of developers to build formal housing with balanced occupancy. Therefore, the aim of this research is to formulate a balanced occupancy development strategy based on developer preferences for spatial models of land price predictions in West Surabaya. The aim can be achieved with three objectives that have been formulated in this research. The first target is to identify the factors that influence land prices in West Surabaya by using linear regression analysis to see the classic assumption test as a regression requirement. The second target is to formulate a spatial model predicting the development of land prices in West Surabaya by using a mathematical model of linear regression results that are presented with the raster calculator tool in ArcGIS software; it is to produce a spatial model map of existing land prices and predictions. Whereas in the third target, it formulates a balanced occupancy development strategy in West Surabaya based on the developer's preference for the spatial model predicting the development of land prices by using content analysis from in-depth interviews with developers. The results showed that there were 11 factors that influenced land prices such as elementary school, junior high school, religious facilities, health facilities and hospitals, sports facilities, children's play facilities, main road corridors, terminal, industrial estates, and owned land development. The modeling results of existing land prices showed an increasing in land prices for land price predictions on 2038. It is because of the factors that influence land prices in West Surabaya. While the strategy of balanced occupancy development based on developer preferences towards the spatial model of land prices is suitable for the West Surabaya area which is the construction of vertical housing subsidies so that the essence of balanced occupancy regulations is to fulfill MBR needs is carried out.
