Abstract
Berdasarkan dokumen RTRW Kabupaten Sidoarjo tahun 2009-2029, Kecamatan Sukodono diarahkan untuk wilayah perumahan, namun pada tahun 2018 luas perumahan eksisting hanya 444,80 hektar. Penelitian ini bertujuan untuk menghasilkan strategi pengembangan perumahan di Kecamatan Sukodono. Untuk merumuskan strategi tersebut, perlu menentukan faktor-faktor yang mempengaruhi perkembangan perumahan di Kecamatan Sukodono dengan metode delphi. setelah mendapatkan faktor-faktor tersebut kemudian dikomparasikan dengan kondisi di lapangan melalui analisis triangulasi untuk mendapatkan strategi yang sesuai dengan kondisi di wilayah penelitian. Output yang dihasilkan dari penelitian ini adalah strategi pada setiap variabelnya, seperti menyiapkan lahan siap bangun dan kawasan siap bangun untuk digunakan sebagai kawasan peruntukkan perumahan, pendalaman permukaan tanah saluran drainase primer untuk menambah volume daya tampung air, pembuatan bozem untuk menampung air hujan.

Sukodono district is one of the districts located in Sidoarjo Regency which has problems in the slow development of housing, so it still cannot reach the planned number of housing. Based on the documents of the Sidoarjo Regency RTRW for 2009 - 2029, Sukodono District was directed to residential areas, but in 2018 the existing housing area
was only 444.80 hectares. This study aims to produce a housing development strategy in Sukodono District. To formulate this strategy, it is necessary to determine the factors that influence the development of housing in Sukodono District using the delphi method. After obtaining these factors, it is then compared with the conditions in the field to obtain a strategy that is following the conditions in the research area. The output generated from this research is the strategy on each variable, such as preparing the land ready to build and the area ready to be used as housing designation area, backfilling the primary drainage channel to increase the volume of water capacity,
making bozem to collect rainwater.
