Abstract
Desa Deling Kecamatan Sekar memiliki lokasi yang masih alami serta memiliki objek wisata yang menarik yaitu Negeri Atas Angin. Wisata Negeri atas Angin merupakan salah satu wisata alam yang ada di Kabupaten Bojonegoro. Daya tarik dari wisata ini adalah objek wisata bukit cinta yang menawarkan keindahan alam pedesaan yang indah layaknya seperti diatas awan. Keindahan alam pedesaan yang indah memang merupakan hal yang jarang terjadi diberbagai tempat. Selain itu, Kecamatan Sekar juga mempunya makanan yang cukup terkenal yaitu Kripik singkong. Wisata Negeri Atas Angin juga memiliki objek wisata berupa goa yang dipenuhi batuan yang indah. Goa ini dulunya sering di buat bertapa oleh salah satu pendiri dari nama Kabupaten Bojonegoro. Kondisi Wisata Negeri Atas Angin masih belum optimal. Hal tersebut dapat dilihat dari ketersediaan fasilitas fasilitas Infrastruktur yang ada masih belum lengkap. Karena fasilitas infrastruktur yang belum menunjang wisatawan, dampaknya kondisi lingkungannya semakin buruk. Jumlah wisatawan yang datang juga tidak menentu. Dalam Penelitian ini menggunakan tiga analisis yaitu, analisis deskriptif identifikasi karakteristik kawasan wisata Negeri Atas Angin untuk mendapatkan kondisi eksisting infrastruktur dan karakteristik infrastruktur wisata yang ada, lalu analisis tingkat kepentingan infrastruktur pariwisata di daerah Negeri Atas Angin menggunakan analisis IPA(Importance-performance analysis), dan yang terakhir analsis deskriptif untuk arahanpengembangannya. Hasil dari analisis deskriptif karakteristik dan tingkat kepenntingan infrastruktur dibuat untuk arahan pengembangannya. Hasil penelitian yang pertama didapatkan infrastruktur eksisting pariwisata. Kemudian, berdasarkan hasil IPA, ditemukan prioritas infrastruktur yang dibutuhkan pengunjung, dan yang terakhir dekskriptiv pengembangan infrastruktur berdasarkan hasil analisis pertama dan kedua.

Deling Village Sekar Subdistrict has an unspoiled location and has an interesting tourist attraction, namely the Land of the Wind. Tourism for the Wind is one of the natural attractions in Bojonegoro Regency. The attraction of this tour is the hillside tourist attraction that offers the beauty of a beautiful rural realm like above the clouds. The beauty of beautiful countryside is indeed a rare thing in various places. In addition, Sekar Subdistrict also has well-known foods, namely Cassava Chips. Tourism in the Upper Wind also has a tourist attraction in the form of a cave filled with beautiful rocks. This cave used to be meditated by one of the founders of the name Bojonegoro Regency.
The Condition of Tourism in the Land of Wind is still not optimal. This can be seen from the availability of existing infrastructure facilities that are still incomplete. Because infrastructure facilities that do not support tourists, the impact of environmental conditions is getting worse. The number of tourists who came was also uncertain.
In this study using three analyzes, namely, descriptive analysis identifying the characteristics of the tourism area of the Upper Wind State to obtain the existing conditions of infrastructure and existing tourist infrastructure characteristics, then analyze the importance of tourism infrastructure in the area of Upper Wind using IPA analysis (Importance-performance analysis), and the last descriptive analysis for the direction of development. The results of the descriptive analysis of the characteristics and level of infrastructure certainty are made for the direction of its development. The results of the first study obtained the existing infrastructure of tourism. Then, based on the results of the IPA, the priority of infrastructure needed by visitors was found, and the last one was a description of infrastructure development based on the results of the first and second analyzes.
