Abstract

Higher education institutions around the world, especially in developing countries, including Zanzibar, suffer from the problem of delivering the level of information and communications technology needed to facilitate teaching, learning, research, and development activities necessary for educational requirements. Based on these difficulties, this study attempts to identify the challenges and difficulties in implementing a cloud computing adoption model at universities, particularly at Zanzibar's universities (SUZA and ZU), and to examine how those challenges can be addressed to overcome existing problems. The model was validated through an online survey of 84 respondents from among students, lecturers, and staff at Zanzibar's universities (SUZA and ZU). Partial least squares structural equation modeling (PLS-SEM) was conducted to confirm the dimensions of the cloud computing adoption model (ITOETAM). The model consists of five constructs, namely CCAM, IEF, TF, OF, and EF, all of which have a significant effect on CCAM (IEF (β = 0.709, t = 12.765, and p = 0.000), TF (β = 0.596, t = 18.841, and p = 0.000), and EF (β = 0.317, t = 5.090, and p = 0.000)). Only three constructs proved to be appropriate for the cloud computing adoption model at the university level in Zanzibar, with the exception of OF (β = 0.027, t = 0.758, and p = 0.449). This model is usable and significant for researchers and planners. Researchers will use the model for research, reference, and literature review, while planners and executive members of the relevant higher education institutions in Zanzibar (SUZA and ZU) will use the model to discuss the role of implementation based on the TOGAF framework.
