Abstract
Rumah susun sewa sederhana (rusunawa) diselenggarakan oleh Kementerian Pekerjaan Umum sebagai perwujudan solusi penanganan permukiman kumuh dan pemenuhan kebutuhan hunian bagi masyarakat berpenghasilan rendah (MBR). (PU, 2012). Rusun Dupak Bangunrejo merupakan rusun pertama sebagai percontohan di Kota Surabaya yang dibangun menggunakan konsep community based development. Kendati telah dibangun dengan proses yang berbasis komunitas, kondisi rusun saat ini mengalami penurunan kualitas yang serius sehingga tidak bisa mengakomodasi kebutuhan dan harapan penghuni terhadap hunian mereka. Penelitian ini diwujudkan untuk memberikan strategi pengembangan Rusunawa Dupak Bangunrejo berdasarkan tingkat kepuasan penghuni (residential satisfaction) yang dapat menjadi instrument untuk mengukur kenyataan dan kebutuhan serta aspirasi penghuni terhadap huniannya. Penilaian tingkat kepuasan penghuni dalam penelitian ini menggunakan teknik service quality dan gap analysis untuk mengukur tingkat kepuasan penghuni dan membuat strategi pengembangan rusunawa. Terdapat total 22 variabel yang terbagi dalam 4 indikator yaitu; atribut fisik hunian, kualitas lingkungan hunian, kualitas lokasi hunian, dan kualitas pengelola hunian. Berdasarkan hasil gap analysis, selisih antara harapan dan kenyataan di rusunawa adalah -15,02. Terdapat sepuluh variable yang masuk pada tingkat kepuasan baik, delapan variable dengan tingkat kepuasan cukup dan empat variabel dengan tingkat kepuasan buruk.

Low income rental flat are established by the Ministry of Public Works as an embodiment of solution for slum settlements and meeting the shelter needs for low income household (PU, 2012). Dupak Bangunrejo rental flat is the first flat and act as a pilot project in Surabaya, it was built using community based development concept. Although it has incorporate the community participation in the process of building the flat, current condition of the flat has seriously decreased and eventually could not accommodate residents’ housing needs and expectations. This research is written to provide Dupak Bangunrejo flat a development strategy, based ont the level of residential satisfaction which act as an instrument to understand the household housing needs and expectation. The assessment of residential satisfaction level in this study uses service quality
analysis and gap analysis. There are total of 32 variables which was reduced to 25 variables divided into 4 indicators, namely; physical attributes of occupancy, quality of residential environment, quality of residential location, and quality of residential management based on the result of gap analysis, the difference between expectation and reality in the variables is -16,32. There in six variables in total which are categorized in good level of residential satisfaction. There are also twelve variable in sufficient level and seven variables in poor level of residential satisfaction.
