Abstract

Pelaksanaan operasi Search and Rescue (SAR) untuk kecelakaan laut masih belum optimal karena prasarana yang dimiliki Badan Nasional Pencarian Dan Pertolongan (BNPP) belum dapat menjangkau seluruh wilayah kerja SAR di kawasan Indonesia Bagian Barat. Dermaga BNPP sebagai pangkalan SAR berada di lokasi yang jauh dan memiliki akses alur yang sempit sehingga membutuhkan waktu yang lama untuk sampai ke lokasi kejadian kecelakaan. Tugas Akhir ini bertujuan untuk merencanakan lokasi pangkalan SAR dan menentukan jumlah kapal yang akan bertugas pada pangkalan terpilih serta desain fasilitas pangkalan SAR. Perencanaan lokasi pangkalan menggunakan metode Set Covering Problem berdasarkan kemampuan minimum dari 4 tipe kapal SAR untuk memenuhi coverage area dan jumlah korban yang dapat diangkut di setiap wilayah kerja operasi SAR. Setelah dapat memilih pangkalan, jumlah masing-masing tipe kapal yang ditugaskan di setiap wilayah kerja SAR ditentukan dengan menggunakan metode Transportation Problem. Hasil optimasi menunjukkan bahwa lokasi pangkalan berjumlah 10 pangkalan, yaitu, Aceh, Kalimantan Selatan, Bengkulu, Sumatera Selatan Bangka Belitung, Riau, Kalimantan Barat, Jawa Tengah, Kepulauan Riau dan D.I. Yogyakarta, dengan jumlah kapal sebanyak 20 unit serta biaya total sebesar Rp263 milyar /tahun.

The Search and Rescue (SAR) operation for marine accidents is still not optimal because the infrastructure owned by the Badan Nasional Pencarian dan Pertolongan (BNPP) has not been able to reach all SAR working areas in Western Indonesia. The BNPP docks as a SAR base for its ships are located in a remote location and has a narrow access channel so it takes a long time to get to the site of the accident. This Final Project aims to plan the location of the SAR base and to determine the appropriate number of ships assigned to the selected base as well as the design of the SAR base facilities. Base location planning uses the Set Covering Problem method based on the minimum capability of 4 types of SAR vessels to meet the coverage area and number of victims that can be carried in each SAR operation area. After being able to choose a base, the number of each type of ship assigned to each SAR work area is determined using the Transportation Problem method. The optimization results show that the base locations are 10 bases, namely, Aceh, South Kalimantan, Bengkulu, South Sumatera, Bangka Belitung, Riau, West Kalimantan, Sentral Java, Riau Islands and D.I. Yogyakarta, with a total of 20 units of ships and a total cost of Rp263 billion/year.
