Abstract

Kebutuhan akan air minum di daerah perkotaan menjadi sangat penting sedangkan permasalahan kualitas air Perusahaan Daerah Air Minum (PDAM) masih juga belum terselesaikan hingga saat ini. Kota Surabaya menjadi kota yang paling diincar para pengembang untuk mendirikan apartemen. Banyak penduduk luar Kota Surabaya yang ingin tinggal di Surabaya karena pekerjaan atau bisnis yang dimiliki. Tidak heran apabila jumlah kebutuhan air di Surabaya meningkat. Konsumsi air sebanyak 214 juta meter kubik mengalami peningkat 10% dibandingkan dengan tahun lalu. untuk itu perlu adanya upaya membuat air apartemen siap minum dengan tarif yang tentunya berbeda. Air siap minum dapat menekan konsumsi air kemasan yang bermasalah dengan kesehatan karena kualitas plastiknya. Unit pengolahan air siap minum dilakukan pada apartemen Grand Dharmahusada Lagoon yang terletak di Surabaya. Sistem penyediaan air siap minum ditinjau berdasarkan aspek teknis, aspek finansial, dan partisipasi masyarakat. Analisis yang dilakukan pertama adalah menganaslisis kualitas air baku sekitar apartemen Grand Dharmahusada Lagoon Surabaya di laboratorium Teknik Lingkungan ITS. Kedua menentukkan teknologi yang cocok untuk pengolahan air baku PDAM menjadi air siap minum yang selanjutnya akan dihitung dimensi unit pengolahan air siap minum. Ketiga adalah menentukkan alternative penyediaan air siap minum di apartemen Grand Dharmahusada Lagoon Surabaya. Berdasarkan aspek teknis untuk pengolahan air siap minum menggunakan ultrafiltrasi, karbon aktif dan ozon didapatkan air minum dengan kualitas yang memenuhi baku mutu air minum dalam kemasan. Hasil perhitungan didapatkan rancangan anggaran biaya yang paling murah dan efisien yaitu sebesar Rp. 260.807.500 berupa air siap minum hanya pada wastafel dapur. Berdasarkan aspek finansial didapatkan harga jual air minum termurah sebesar Rp. 34.000/bln berupa air siap minum yang disediakan dalam bentuk kemasan galon. Berdasarkan aspek partisipasi masyarakat, sebagian masyarakat lebih memilih air siap minum yang berasal dari wastafel dapur (47,9 %).

The need for drinking water in urban areas is very important while the water quality problems of Drinking Water Enterprise are still unresolved to date. The city of Surabaya has become the most targeted city for developers to set up apartments. Many residents outside Surabaya want to live in Surabaya because of their work or business. No wonder the number of water needs in Surabaya is increasing. Water consumption of 214 million cubic meters experienced a 10% increase compared to last year. Therefore, it is necessary to make ready-to-drink apartment water at a different rate. Ready-to-drink water can reduce the consumption of bottled water that has health problems because of the quality of the plastic. The ready-to-drink water treatment unit was carried out at the Grand Dharmahusada Lagoon apartment located in Surabaya. Ready-to-drink water supply systems were reviewed based on technical aspects, financial aspects, and community participation.
The first, the analyze was done to determine the quality of raw water around the Grand Dharmahusada Lagoon Surabaya apartment in the Environmental Engineering laboratory. The second determined the technology that was suitable for processing PDAM raw water into ready-to-drink water which would then be calculated the dimensions of the ready-to-drink water treatment unit. The third was to determine the alternative of providing ready-to-drink water at the Grand Dharmahusada Lagoon Surabaya apartment. According to the technical aspects in 3 methods of processing drink water, such as ultrafiltration, active carbon and, ozon, the water quality resulted in the meet standard of water in a package. Financially, the most affordable and efficient drink water was provided by the water from the sink, approximately 260 million rupiahs. On the other hand, according to the apartment, the best deal was providing drink water in gallons that spend only 34 thousands rupiah a month. However, this study found that nearly half of people (47.9%) preferred to drink water from the sink.
