Abstract

Berdasarkan PDRB ADHK 2015-2017, sektor pertanian menjadi salah satu sektor basis di Kabupaten Bojonegoro. Sedangkan sektor industri pengolahan kontribusinya masih cukup rendah terhadap pertumbuhan ekonomi Kabupaten Bojonegoro. Selain tanaman padi, komoditas jagung menjadi komoditas pilihan yang dipilih oleh petani di Kabupaten Bojonegoro karena sebagian besar wilayah berada di kawasan perbukitan atau kawasan pinggir hutan. Berdasarkan data dari Dinas Pertanian (2017) dan Kabupaten Bojonegoro Dalam Angka (2018), produksi jagung dari tahun 2013 sampai tahun 2017 mengalami peningkatan yang signifikan. Dari data tersebut tercatat produksi jagung di Kabupaten Bojonegoro pada tahun 2013 dengan luas lahan 33.528 Ha menghasilkan jagung sebesar 166.515 ton, pada tahun 2014 produksi jagung sebesar 190.611 ton dengan luas lahan 37.765 Ha, pada tahun 2015 luas lahan tanaman jagung sebesar 46.174 Ha dan menghasilkan 225.553 ton, pada tahun 2016 produksi jagung sebesar 224.644 ton dengan luas lahan sebesar 48.063 Ha dan pada tahun 2017 dengan luas lahan 51.949 Ha menghasilkan jagung sebesar 296.091 ton. Dalam RTRW Kabupaten Bojonegoro telah disebutkan bahwa pengembangan dan peningkatan kawasan industri berbasis agro yang ramah lingkungan serta bernilai ekonomis menjadi salah satu kebijakan dalam penataan ruang. Komoditi tanaman jagung memiliki potensi untuk diolah menjadi produk turunan sehingga diharapkan dapat meningkatkan nilai tambah produk dan pendapatan daerah. Namun jumlah industri pengolahan berbahan dasar komoditi jagung di Kabupaten Bojonegoro saat ini jumlahnya masih sedikit yang tersebar hanya di empat kecamatan yaitu kecamatan Purwosari, Sumberejo, Malo dan Trucuk. Sehingga perlu dilakukan kajian faktor-faktor pendukung agroindustri komoditas jagung di Kabupaten Bojonegoro. Penelitian ini menggunakan teknik analisis Confirmatory Factor Analysis dengan bantuan software SPSS yang digunakan untuk menentukan faktor-faktor yang berpengaruh terhadap agroindustri berbasis komoditas jagung di Kabupaten Bojonegoro. Dari analisis yang telah dilakukan, didapatkan hasil akhir bahwa faktor-faktor yang berpengaruh dalam agroindustri berbasis komoditas jagung di Kabupaten Bojonegoro adalah faktor bahan baku, faktor tenaga kerja, faktor pasar, faktor infrastruktur transportasi, faktor utilitas dan faktor kelembagaan

Based on ADHK GRDP 2015-2017, the agricultural sector is one of the basic sectors in Bojonegoro Regency. While the manufacturing industry sector has a relatively low contribution to the economic growth of Bojonegoro Regency. In addition to rice, the corn commodity is the chosen commodity chosen by farmers in Bojonegoro Regency because most of the area is in hilly areas or forest edge areas. Based on data from the Agriculture Service (2017) and Bojonegoro Regency in Figures (2018), corn production from 2013 to 2017 experienced a significant increase. From the data, it was recorded that corn production in Bojonegoro Regency in 2013 with a land area of 33,528 Ha produced corn at 166,515 tons, in 2014 corn production amounted to 190,611 tons with a land area of 37,765 Ha, in 2015 the area of corn planted was 46,174 ha and produced 225,553 ton, in 2016 maize production was 224,644 tons with a land area of 48,063 ha and in 2017 with a land area of 51,949 ha producing corn at 296,091 tons. In the Bojonegoro Regency RTRW, it was stated that the development and improvement of agro-based industrial areas that are environmentally friendly and of economic value became one of the policies in spatial planning. The corn crop commodity has the potential to be processed into derivative products so that it is expected to increase the value added of products and regional revenues. However, the number of processing industries based on corn commodities in Bojonegoro Regency is currently still low, spread only in four sub-districts, namely Purwosari, Sumberejo, Malo and Trucuk sub-districts. So it is necessary to study the factors supporting corn commodity agroindustry in Bojonegoro Regency. This research uses Confirmatory Factor Analysis analysis technique with the help of SPSS software which is used to determine the factors that influence corn commodity based agroindustry in Bojonegoro Regency. From the analysis that has been done, the final result is that the influential factors in corn-based agroindustry in Bojonegoro Regency are raw material factors, labor factors, market factors, transportation infrastructure factors, utility factors and institutional factors.
