Abstract

Jumlah sampah yang masuk TPA Supit Urang sebesar 833,625m³/hari, dengan pola timbunan bertahap hingga ketinggian ± 12 meter. Pada tahun 2018 sampai tahun 2020 dilaksanakan pembangunan sel baru. Tanggal 13 Juli 2018 terjadi longsor pada area sel aktif, sehingga diperlukan penutupan zone penimbunan di TPA. Berdasarkan latar belakang ini, maka dilakukan perhitungan stabilitas timbunan sampah, perencanaan drainase, penanganan lindi, dan pengendalian gas. Melakukan kajian analisis pembiayaan dan biaya operasional penutupan TPA, untuk pelaksanaan penutupan. Kajian kelembagaan didasarkan pada penguatan sistem kebijakan, tatakelola orgaanisasi, dan pengembangan individu. Pengembangan setiap komponen menjadi dasar penentuan strategi penguatan kelembagaan operasional TPA.
Metode penelitian meliputi aspek teknis, aspek pembiayaan, dan aspek kelembagaan. Aspek teknis meliputi perhitungan stabilitas lahan urug sampah dengan program geo5. Perhitungan debit lindi dengan menggunakan metode Thornwaite dan pelaksanaan pengendalian lindi sehingga sesuai dengan baku mutu. Perencanaan drainase dengan memperhitungkan analisis hidrologi dan hidrolika saluran. Perhitungan gas bio dilaksanakan dengan triangular method. Analisis finansial menghitung biaya yang dibutuhkan untuk penutupan lahan TPA. Biaya juga meliputi perhitungan besarnya perbaikan instalasi pengolahan lindi yang diperlukan, serta operasional dan monitoring pasca penutupan TPA. Peningkatan kelembagaan dengan analisis kecukupan SDM dan bentuk pengelolaan UPTD setelah penutupan TPA.
Hasil dari penelitian ini merekomendasikan ketinggian 15 meter. Kemiringan lereng sampah tidak lebih dari 30 derajat. Debit lindi yang dihasilkan sebesar 0,48 L/detik. Penambahan pipa lindi dan kolam penampungan lindi diperlukan untuk pengendalian pencemaran. Potensi gas bio yang dapat dikelola tahun 2021 – 2035 sebesar 51.087.758,94 m³. Alokasi pembiayaan penutupan sampah berdasarkan analisis teknis sebesar Rp 10.246.392.196,73 dan biaya operasional setelah penutupan sebesar Rp 36.900.000,00/tahun. Dalam rangka peningkatan kapasitas kelembagaan UPTD TPA dilakukan analisa jabatan dan analisa beban kerja yang menghasilkan kecukupan pegawai sebanyak 19 orang. Kecukupan pegawai dan kejelasan beban kerja pada masing-masing individu akan membantu sebuah kelembagaan untuk melaksanakan tugas dan pelayanan terhadap penutupan zona non aktif dan zona baru pada TPA.

Amount of waste that enters waste final disposal (TPA) Supit Urang is 833.625 m3/day, with a gradual pile pattern up to ± 12 meters. From 2018 until 2020, new cell is being established. On 13th July 2018, landslide hit the active cell area so that it is necessary to close the landfill zone at the TPA. Based on this background, technical analysis was conducted related to the calculation of landfill stability, drainage planning, leachate handling, and gas handling. Additionally, it was to conduct studies on financial analysis and operational cost for the TPA closure. The institutional study was based on strengthening of the policy system, organizational governance, and individual development. The development of each component became the basis for determining the TPA operational strengthening strategy.
Research method consisted of technical aspect, financing aspect, institutional aspect. Technical aspect included the calculation of landfill stability with the Geo5 program. The calculation of leachate discharge used Thornwaite method and the leachate control was conducted according with quality standart. The drainage planningwas taking into account the hydrological analysis and channel hydraulics. The calculation of bio gas was made by triangular method. The financial analysis calculated cost needed to close the TPA. The financial analysis also included the calculation of amount of leachate treathment plants repair needed, as well as operational and monitoring after the closure of the TPA. The institutional improvement was by analyzing the adequancy of HR and the form of management of the UPTD after the closure of the TPA.
Result of this research recommended the height of landfill 15 meter. The slope of landfill could not be more than 30 degrees. The leachate discharge produced 0.48 L/sec. Addition of leachate pipes and leachate ponds were needed for pollution control. The potential of bio gas that could be managed in 2021-2035 is 51.087.758,94 m³.The budget allocation of financial for waste closure was based on technical analysis is amounting to Rp10.246.392.196,73 and operational cost after the closing amounting to Rp36.900.000,00/year. In order to improve the institutional capacity of the UPTD TPA, job and workload analysis were conducted that produced the employee adequacy by 19 people. Employees adequacy and workload clarity for each individual will help an institution to carry out its duties and services to close non-active and new zone on TPA.
