Abstract

PDAM Delta Tirta Kabupaten Sidoarjo tergolong PDAM yang sehat. Namun, tingkat kehilangan air di PDAM Delta Tirta Kabupaten Sidoarjo masih belum bisa memenuhi sasaran dari Peraturan Menteri Pekerjaan Umum, yaitu kehilangan air maksimal 20%. Kehilangan air di PDAM Sidoarjo Cabang Krian sendiri adalah 25,89%. Analisis kehilangan air menggunakan penghitungan neraca air atau water balance merupakan sebuah metode untuk mengidentifikasi komponen kehilangan air, menganalisa jumlah pendapatan, dan juga mengukur Performance Indicator PDAM Sidoarjo. Data yang didapatkan berasal dari laporan PDAM dan juga survey untuk keakuratan meter air. Strategi diperoleh dari wawancara dengan petugas PDAM dan analisis dari data yang diperoleh. Komponen kehilangan air dari PDAM Sidoarjo adalah kebocoran (62,3%), ketidakakuratan meter air dan kesalahan penanganan data (36,3%), konsumsi tak berekening (0,9%), dan konsumsi tak resmi (1,5%). Kerugian finansial dari kehilangan air adalah Rp 1.862.640.633,00 per tahun. Strategi yang bisa dilakukan adalah melakukan pengawasan pipa secara rutin dan memasang meter di tiap wilayah (DMA). Saran lebih lanjut adalah dengan pengaturan tekanan, pengendalian kebocoran, dan penggantian meter secara berkala.

Delta Tirta Water Municipal in Sidoarjo Regency is a healthy water municipal. However, the rate of water loss in Sidoarjo Water Municipal is still beyond the goal of Minister of Public Works, which is 20%. Water loss in Krian Branch of Sidoarjo Water Municipal is 25,89%. Water loss analysis uses water balance calculation, a method to identify water loss component, analyse the financial loss, and to form Strategies based of the performance indicator of the water municipal. Data used for this study is from water municipal reports and meter accuracy survey. The strategy is formed from interview with the water municipal staffs and data analysis. Water loss component from Sidoarjo Water Municipal
is from physical loss or leakage (62,3%), meter errors and data handling errors (36,3%), unbilled consumption (0,9%), and illegal consumption (1,5%). Financial loss from the water loss is Rp 1.862.640.633,00 per year. Strategy to reduce water loss is to monitor distribution pipes regularly, and place meters in each district (DMA). Further suggestion is to regulate pipe pressure, pipe maintenance, and regular meter replacement.
