Abstract
Tantangan bisnis kelistrikan yang dialami oleh PT.PLN (Persero) dalam melayani kebutuhan pelanggan dan memenuhi target proyek 35.000 MW pada 2024 dihadapkan pada tantangan eksternal dan internal. Tantangan eksternal berupa adanya peraturan Pemegang Izin Usaha Penyediaan Tenaga Listrik (PIUPTL) yang menjadikan bisnis kelistrikan di Indonesia tidak lagi bersifat monopolistik. Tantangan internal berupa keterbatasan jumlah karyawan dan tingginya jumlah pegawai dengan usia purna. Sehingga, diperlukan kesiapan organisasi dalam menjamin knowledge yang dimiliki terdokumentasi dengan baik sebelum pegawai memasuki masa purna dan melakukan rotasi, regenerasi maupun peningkatan kompetensi pegawai pada jabatan struktural. Upaya tersebut dilakukan untuk dapat memanfaatkan knowledge yang berpotensi mendorong inovasi untuk meningkatkan kualitas pelayanan pelanggan dan performa perusahaan. Dalam melakukan peran tersebut, strategi yang harus ditempuh adalah memastikan pencapaian target Rencana Kerja dan Anggaran Perusahaan (RKAP) yang dituangkan pada sejumlah proyek pembangunan maupun proyek pemeliharaan infrastruktur distribusi listrik. Keberhasilan pada proyek umumnya ditandai berdasarkan parameter waktu, kualitas dan biaya. Keberhasilan proyek tersebut dapat tercapai melalui inovasi, budaya organisasi maupun organizational learning telah dibuktikan secara empirik oleh penelitian terdahulu. Namun belum ada penelitian yang meneliti pengaruh ketiga variabel tersebut terhadap performa proyek secara simultan khususnya pada bidang utilitas. Pada penelitian ini akan dilakukan pengujian pada variabel yang diduga berpengaruh terhadap Performa Proyek antara lain organization learning, Budaya Organisasi & Inovasi pada 75 Manager Unit Pelaksana Pelayanan Pelanggan (UP3) di seluruh Unit Induk Distribusi di Seluruh Indonesia. Pengujian dan analisa akan dilakukan menggunakan metode Structural Equation Modelling (SEM) dan analisis lingkungan eksternal menggunakan model analisis Porter’s Five Forces. Temuan dari penelitian ini adalah Budaya Organisasi berpengaruh positif secara signifikan terhadap Performa Proyek dan Organizational Learning berpengaruh positif terhadap Inovasi secara signifikan. Temuan lainnya adalah adanya pengaruh positif signifikan antara Budaya Hirarki terhadap Organizational Learning. Semua temuan ini diharapkan dapat memberi masukan kepada manajemen dalam merancang strategi bisnis unit integrated cost leadership – differentiation strategy yang dituangkan pada strategi fungsional berupa program kerja untuk meningkatkan Budaya Organisasi dan Organizational Learning seperti event one day emphasizing motivation, Entreprenuerial Visual Management, Self-development book, stakeholder as enabler, 10 minutes give 100%.

Business challenges involving external and internal problems occur within the attempts made by PT. PLN (Persero) in providing electricity services and in completing the 35.000 MW electricity project by 2024. External challenges are related to Holder of Electricity Service Business Permit or Pemegang Usaha Penyediaan Tenaga Listrik (PIUPTL) that has opened this business as a non-monopolistic business. Meanwhile, internal challenges include inadequate number of employees and imbalance proportion of employees who are retiring shortly. Those issues demand the company to guarantee that all organizational knowledge is well-documented before the retirement, regeneration and employee placement. In addition, the competence of employees and structural staffs should be improved. These attempts have to be administered to utilize the knowledge owned by the company to drive new innovations in order to improve the services given to customers and to improve the corporate performance. The building of new power plants and transmissions should be well-anticipated by PT. PLN (Persero) Unit Induk Distribusi that hold the responsibility related to the quality of electricity distribution. In order to run those roles, it is necessary to determine clear target of Action Plan and Company Budget for new projects also infrastructure maintenance. The success of company projects is measured by several parameters including time, quality and costs. The success of those project can be achieved through good innovation, organizational culture and organizational learning that have been empirically validated in prior research. However, research on the simultaneous influence of those three variables on the success of a project especially on the utility aspect has not yet been conducted. This research was conducted to investigate variables that were assumed to have significant influence on project performance including organization learning, organizational culture and innovation. This research involved 75 managers of Unit Pelaksana Pelayanan Pelanggan in all Unit Induk Distribusi all over Indonesia. In this research, the Structural Equation Modelling (SEM) was used in data validation and data analysis. Porter’s Five Forces model is used to analyze the external environment.The results of this research showed that Organizational Culture had a significant and positive influence on Project Performance. Meanwhile, Organizational Learning was found to have a positive and significant influence on Innovation. In addition, Hierarchy cultural also positively and significantly influenced Organizational Learning. Those findings are expected to provide valuable insights for the company management in formulating integrated cost leadership – differentiation strategy for business unit strategy and designing functional strategy and work programs to improve Organizational Culture and Organizational Learning. Those programs are event one day emphasizing motivation, Entreprenuerial Visual Management, Self-development book, Stakeholder as enabler, & 10 minutes give 100%.
