Abstract
Pelabuhan merupakan suatau daerah yang terdiri dari daratan dan perairan dengan fasilitas dan peralatan sebagai pendukung kegiatan bongkar muat. Utilitas fasilitas dan peralatan disetiap pelabuhan harus sesuai dengan standar yang digunakan. Di Dermaga Talud Tegak dan Dermaga 78 PT. Pelindo III Gresik utilitas fasilitas dari BOR pada kondisi eksisting (2016-2018) di Dermaga Talud Tegak adalah 62.41%, 79.72% dan 82.93%, sedangkan di Dermaga 78 adalah 50.32%, 62.36% dan 99.22%. Dari kondisi eksisting tersebut dilakukan permalan untuk 5 tahun kedepan (2019-2023) mengalami kenaikan kepadatan dan tidak memenuhi standar yang ditetapkan oleh DJPL. Dalam standar yang digunakan menjelaskan bahwa dinyatakan baik jika pencapaian dibawah standar dan kurang baik jika pencapaian diatas 10% dari standar yang ditetapkan. Dengan demikian perlu dilakukan pengembangan untuk meningkatkan kinerja fasilitas dan peralatan. Berdasrakan hasil skenario pengembangan pada Dermaga 78 dan Dermaga Talud Tegak maka skenario dengan hasil utilisasi dibawah standar DJPL (dibawah 70% adalah baik) yaitu Skenario 5 dengan penambahan 2 tambatan dan 2 gang. BOR yang dihasilkan dari skenario pengembangan pada Dermaga 78 yaitu 55,80% dan Dermaga Talud Tegak yaitu 64.70%. Dengan melakukan penambahan 2 tambatan dan 2 gang akan mengurangi kepadatan penggunaan kapal akibat antrian kapal.============================================================================================================Port is an area consisting of land and waters with facilities and equipment to support the activities of loading and unloading.utilitas each port facilities and equipment must conform to standards used. In talud tegak pier and 78 pier PT. Pelindo III Gresik utility facilities of berth occupancy ratio on the existing condition (2016-2018) in the talud tegak pier is 62.41% 79.72% and 82.93%, while in the 78 pier is 50.32% 62.36% and 99.22%. Of the existing conditions do forecasting for the next 5 years (2019-2023), On the talud tegak pier is 95.54% 105.80%,.06% 116, 126 and 136.32%.58%, while in the 78 pier experience increase in density for the next 5 years is 119.53% 143.98%,.43% 168, 192 and 217.87%.32%. Results forecasting for the 5 years of density and does not meet the standards set by DJPL of 70%. Thus the necessary development to improve the performance of the facility at the piers talud tegak and piers 78. Development is done using ARENA with the results of the most effective scenario is scenario 3 for the two piers. Scenario 3 is a development by adding 1 mooring capacity, 1 fixed cranes and one gang. Based on the results of the development scenario carried out at pier 78, the scenario with utilization results under the DJPL standard (below 70% is good), Namely Scenario 5 with the addition of 2 moorings and 2 gangs. The BOR produced from the development scenario at 78pier is 55.80% and Talud Tegak Pier is 64.70%. By adding 2 moorings and 2 aisles will reduce the density of ship use due to the queue of ships.
