Abstract
Ketersediaan air minum layak menjadi salah satu indikator kesejahteraan masyarakat Indonesia sebagaimana tercantum dalam target pembangunan infrastruktur permukiman tahun 2020-2024 sebesar 88% pelayanan. Selain itu berdasarkan UU No 23 Tahun 2014 tentang Pemerintah Daerah, penyediaan infrastruktur air minum merupakan tanggung jawab Pemerintah Kabupaten/Kota, akan tetapi belum semua Pemerintah Kabupaten/Kota mampu menyediakan sarana untuk memenuhi kebutuhan air minum secara mandiri. Dengan demikian Pemerintah Pusat melalui Satker Air Minum Provinsi memberikan bantuan program pengembangan insfrastruktur SPAM sebagai stimulan dalam memenuhi target pelayanan air minum. Keterbatasan alokasi anggaran APBN membuat Satker PSPAM harus mampu memilah secara selektif dan fokus pada program stimulan pelayanan air minum, sehingga perlu penentuan prioritas untuk mengoptimalkan anggaran yang tersedia.
Penyusunan metode pemilihan program SPAM dilakukan melalui proses analisis, desain, uji coba dan validasi untuk menghasilkan metode yang sesuai dengan kebutuhan Satker PSPAM. Pada tahap analisis dilakukan identifikasi kebutuhan penyusunan metode, penentuan pihak terkait dan tahapan metode. Desain metode meliputi seleksi usulan kegiatan SPAM, analisis penentuan prioritas dan analisis optimalisasi alokasi anggaran. Uji coba metode dilakukan pada 4 lokasi penelitian. Validasi metode dilakukan untuk setiap tahapan dan secara keseluruhan metode dengan melibatkan stakeholder.
Metode pemilihan program pengembangan infrastruktur SPAM diawali dengan pemilihan program yang disusun berdasarkan identifikasi kondisi eksisting dan kebutuhan riil air minum Kab/Kota, melakukan verifikasi usulan kegiatan SPAM, menentukan kriteria dan bobot kriteria prioritas pengembangan SPAM, menentukan prioritas usulan kegiatan dan melakukan optimalisasi alokasi anggaran APBN. Urutan prioritas program dilakukan dengan pendekatan Multi Criteria Analysis (MCA) berdasarkan Kebijakan Strategis Pengembangan SPAM, studi literatur dan kuisioner. Urutan prioritas ini merupakan hasil perhitungan antara pembobotan kriteria kabupaten dan kriteria usulan kegiatan yang dilakukan oleh stakeholder dan expert dengan metode analisa Borda. Optimalisasi anggaran menggunakan algoritma Breadth First Search (BFS) terkait dengan aspek pemerataan pembangunan untuk mendapatkan hasil maksimal dari program terpilih. Metode ini menghasilan susunan program SPAM yang sesuai dengan kebutuhan daerah dan sesuai urutan prioritas berdasarkan kriteria yang telah ditentukan. Proses optimalisasi alokasi angggaran APBN akan menghasilkan program dengan nilai manfaat terbesar dengan penggunaan biaya yang paling efisien.

The availability of decent drinking water is one indicator of the welfare of the Indonesian people, as stated in the housing infrastructure development target of 88% drinking water service in 2024. Based on Law No. 23 of 2014, water supply is the responsibility of the Local Government, but they have not been able to provide facilities to meet water needs in the district independently. The Central Government, through the Provincial Water Supply Working Unit, assists with WSS Infrastructure Development Programs as a stimulant for Local Governments in achieving drinking water service targets. The limitations of the APBN budget allocation make the PSPAM Satker have to be able to selectively select and focus on stimulant programs for water services, so priority needs to be taken to optimize the available budget.
The preparation of the method for selecting SPAM programs is done through the process of analysis, design, trial, and validation to produce methods that are in accordance with the needs of the PSPAM Satker. At the analysis stage, identification of method preparation needs, identification of relevant parties, and method stages are identified. The method design includes the selection of SPAM activity proposals, prioritization analysis, and optimization of budget allocation analysis. Method testing was carried out in 4 research locations. Method validation is carried out for each stage and the overall method by involving stakeholders. The method begins with the selection of programs, verifying SPAM activity projects, determining criteria, and weighting of SPAM development priority criteria, determining the priority of the proposed project and optimizing APBN budget allocations. The priority sequence of the program was carried out using the Multi-Criteria Analysis (MCA) approach based on the Strategic Policy for SPAM Development, literature studies, and questionnaires. This priority sequence is the result of the calculation between the weighting of district criteria and the criteria for proposed activities carried out by stakeholders and experts with Borda analysis method. Budget optimization uses the Breadth First Search (BFS) algorithm related to aspects of development equity to get the most out of selected programs. This method produces a composition of SPAM programs that are in accordance with regional needs and in the order of priority based on predetermined criteria. The process of budget optimization will produce the program with the biggest benefit value with the most efficient use of costs.
