Abstract
Kegagalan mengidentifikasi kualitas air merupakan salah satu penyebab utama timbulnya risiko operasional instalasi pengolahan air minum (IPA). Risiko operasional adalah risiko-risiko yang berhubungan dengan operasional organisasi perusahaan yang tidak diharapkan dan menyebabkan kerugian finansial bagi perusahaan. Salah satu perusahaan yang gagal dalam mengidentifikasi kualitas air yaitu PDAM kota Baubau, perusahaan daerah air minum yang dalam proses produksinya masih banyak mengandalkan pengetahuan, tenaga operator produksi yang serba terbatas, dan peralatan IPA seadanya. Adapun yang menjadi tujuan dari penelitian ini adalah untuk menyelesaikan problem yang ada di IPA dengan membuat strategi mitigasi risiko. Mitigasi risiko merupakan suatu cara untuk mengelola risiko untuk mengurangi kemungkinan terjadinya risiko. Fault Tree Analysis (FTA) bersama dengan Decision Making Trial and Evaluation Laboratory (DEMATEL) digunakan dalam mengidentifikasi risiko kausalitas dari atas kebawah dan dari kiri kekanan. Penilaian risiko akan menggunakan parameter likelihood dan consequence yang terdiri dari 5 risiko operasional yakni kualitas sumber air memburuk, kerusakan komponen mekanis, kesalahan operasional, kegagalan kontrol kualitas, dan bahan yang tidak benar. Masing-masing kelima risiko operasional tersebut dicari penyebabnya dari atas kebawah atau secara vertikal dan akan ada peta risiko yang ditentukan menggunakan FTA, serta akan ada 5 kelompok tingkat risiko yang memiliki hubungan risiko dari kiri kekanan secara horizontal dengan DEMATEL. Berdasarkan penilaian risiko, strategi mitigasi risiko dibentuk mengingat kerugian yang dapat membahayakan PDAM. Hasil identifikasi menghasilkan 2 risiko operasional termasuk dalam high risk dan 3 lainnya adalah medium risk dan mempunyai potensi kerugian besar yang kemudian risiko-risiko tersebut memiliki hubungan antar risikonya. Adapun strategi mitigasi risiko yang diusulkan salah satunya dari segi sumber daya manusia (SDM) adalah kinerja SDM di IPA harus ditingkatkan seperti menerapkan sebuah program “employee of the month”, sedangkan dari segi teknis salah satunya adalah memonitoring secara rutin metode analisa kualitas air yang baik dan benar pada air baku dan air produksi IPA. Penelitian ini juga mendapati sisi kebaruan yaitu pengintegrasian model FTA dan DEMATEL yang terbukti dapat menyelesaikan problem.

Failure to identify water quality is one of the main causes of operational risk in drinking water treatment plants (IPA). Operational risk refers to risks associated with the operations of a company or organization that are unexpected and may cause financial losses. One of the companies experiencing water quality identification failures is the Baubau Municipal Water Utility, a regional drinking water company that still relies heavily on operational knowledge, has a limited number of production operators, and operates with minimal IPA equipment. The purpose of this study is to address existing problems in the IPA by developing risk mitigation strategies. Risk mitigation is a method of managing risks to reduce their likelihood and potential impact. Fault Tree Analysis (FTA), combined with the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method, was used to identify causal relationships between risks from top to bottom and from left to right. Risk assessment was conducted using likelihood and consequence parameters and identified five operational risks, namely deteriorating raw water quality, mechanical component failures, operational errors, quality control failures, and improper materials. For each of the five operational risks, the underlying causes were identified vertically from top to bottom, and a risk map was developed using FTA. In addition, five risk-level groups with interrelationships among risks were identified horizontally from left to right using DEMATEL. Based on the risk assessment, risk mitigation strategies were developed by considering potential losses that could endanger the PDAM. The results of the identification showed that two operational risks were classified as high risk, while the other three were classified as medium risk, all of which had significant potential losses and interrelationships with one another. One of the proposed risk mitigation strategies related to human resources (HR) is to improve HR performance at the IPA, for example, by implementing an "Employee of the Month" program. From a technical perspective, one of the proposed strategies is to routinely monitor water quality and implement proper and accurate water quality analysis methods for both raw water and treated water. This study also presents a novelty, namely the integration of the FTA and DEMATEL models, which has been proven capable of addressing the identified problems.
