Abstract

Peningkatan kebutuhan listrik di daerah Selatpanjang, Kabupaten Kepulauan Meranti, Riau terus terjadi. Namun, ketersediaan bahan bakar jenis diesel semakin langka dan mahal. Oleh karena itu, diperlukannya pembangkit alternatif, yaitu PLTU berbahan bakar batubara yang relatif murah dan ketersediaan batubara di wilayah sumatera sehingga kebutuhan listrik di Selatpanjang, Kabupaten Kepulauan Meranti, Riau tetap terpenuhi. Setiap jenis pembangkit memiliki biaya operasional yang berbeda ketika beban puncak maupun ketika beban minimal. Salah satu permasalahannya dalam pengoperasian ekonomis pembangkit tenaga listrik adalah economics dispatch, yaitu bagaimana mendapatkan biaya operasi yang minimum dengan tetap memenuhi batasan yang ada dan handal. Untuk itu perlu dilakukan analisa economic dispatch untuk pembangkit yang optimal untuk daerah Selatpanjang, Kepulauan Meranti, Riau dengan menggunakan linear programming method. Analisa economic dispatch ini menggunakan operational cost sebagai parameter dan dilakukan dengan menggunakan bantuan software berupa Matlab. Berdasarkan hasil pembebenan yang terjadi pada bulan ke-3 dari jam ke-1 hingga jam ke-24 pada tahun 2026, 2033, dan 2038 bahwa ketika besarnya beban yang disuplai lebih kecil dari total suplai daya listrik, maka pembangkitan daya berdasarkan perhitungan economic dispatch memiliki rata-rata load factor lebih kecil dibandingkan dengan pembangkitan daya berdasarkan unit commitment improvement. Namun, ketika besarnya beban yang disuplai mendekati besarnya total suplai daya listrik, maka rata-rata load factor perhitungan economic dispatch dan unit commitment improvement memiliki nilai yang sama. Dengan demikian, pembangkitan dengan economic dispatch akan memiliki rata-rata specific fuel consumption (g/KWH) lebih tinggi dibandingkan dengan unit commitment improvement berbanding terbalik dengan besarnya load factor sehingga fuel consumption price dikeluarkan akan lebih tinggi.

The increase in electricity demand in the Selatpanjang area, Meranti Island Regency, Riau continues to occur. However, the availability of diesel fuel is increasingly scarce and expensive. Therefore, an alternative generator is needed, namely a relatively cheap coal-fired power plant and the availability of coal in the Sumatran region so that the electricity needs in Selatpanjang, Kepulauan Meranti Regency, Riau remain fulfilled. Each type of generator has different operational costs when peak loads and when the load is minimal. One of the problems in the economical operation of a power plant is economics dispatch, which is how to obtain minimum operating costs while meeting existing and reliable limits. For this reason, an economic dispatch analysis for optimal plants is needed for the Selatpanjang, Meranti Islands, Riau region by using the linear programming method. This economic dispatch analysis uses operational cost as a parameter and is done by using software assistance in the form of Matlab. Based on the results of the loading that occurred on the 3rd month from the 1st to the 24th hours in 2026 (scenario 1), 2033, and 2038 that when the amount of the load supplied is smaller than the total electric power supply, then power generation based on economic dispatch calculations has an average load factor smaller than power generation based on unit commitment improvement. However, when the amount of load supplied approaches the amount of total electric power supply, the average load factor for economic dispatch calculations and commitment improvement units has the same value. Thus, generation with economic dispatch will have a higher specific fuel consumption (g / KWH) compared to unit commitment improvement which is inversely proportional to the load factor so that the fuel consumption price will be higher.
