Abstract
Industri oil and gas, merupakan salah satu industri yang sangat vital di Indonesia. Kecelakaan yang terjadi tentu akan menyebabkan dampak yang sangat besar, seperti keselamatan pekerja, asset, lingkungan, serta reputasi dari perusahaan. Studi yang dilakukan bertujuan untuk memberikan rekomendasi terhadap perhitungan nilai SIL dengan analisa HAZOP agar mencapai keselamatan kerja dari sebuah plant. Selain itu, perhitungan safety handling berupa blast effect, dilakukan untuk mengetahui jarak aman apabila terjadi kecelakaan yang tidak diinginkan. Unit proses yang dianalisis adalah Debutanizer Unit FOC II PT. Pertamina (Persero) RU IV Cilacap. Analisa HAZOP yang dilakukan menghasilkan empat kategori risiko pada unit proses, yaitu 34,78% low, 54,35% medium, 10,87% high, dan 0% very high. Perhitungan SIL dengan metode LOPA menghasilkan 20% SIL 1, dan 80% NR. Rekomendasi yang diberikan adalah dengan penambahan proteksi layer berupa alarm pada loop control FT-029, sehingga mengubah SIL 1 menjadi SIL 0. Analisa blast effect dengan menggunakan metode TNT-Equivalency, diperoleh hasil safe distance pada jarak 680 meter dari pusat ledakan.

The oil and gas industry is one of the most vital industries in Indonesia. Accidents that occur will certainly cause a big impact, such as worker safety, assets, environment, and reputations of the company. The study was conducted to provide an assessment of the value of SIL with HAZOP analysis in order to achieve work safety from a factory. In addition, the calculation of handling safety is an explosive effect, which is carried out to determine the safe distance that occurs. The process units analyzed were the FOC II Debutanizer Unit PT. Pertamina (Persero) RU IV Cilacap. The HAZOP analysis carried out resulted in four expenditure categories in the process unit, namely 34.78% low, 54.35% medium, 10.87% high, and 0% very high. Calculating SIL by the LOPA method produces 20% SIL 1, and 80% NR. Recommendations are given by providing protection consisting of an alarm in the FT-029 control loop, so that turning SIL 1 into SIL 0. Analysis of the explosion effect using the TNT-Equivalency method, the safe distance is obtained at a distance of 680 meters from the exploration center.
